President Shea called to order the regular board meeting of the Enclnltas
Sanitary District July 22, 1987 at 4:09 P.M. at the offices of the San
Dlegulto Water District, Enclnltas.

APPROVAL OF MINUTES

Directors Omsted and Gaines moved and seconded that the minutes of the
June 24, 1987 Board meeting be approved.
Motion carried.
APPROVAL OF WARRANTS
Directors Omsted and Gaines moved and seconded that warrants numbers 7580
through 7619 be approved for payment.
Motion carried.
CONNECTION AND ANNEXATION FEES

Connection fees are $1,500 per living unit, $1.00 per square foot for

commercial. Annexation fee Is $1,500 per acre. Manager recommended that no
change be made.

Enclna will be enlarged from 22.5 to 27.5 MGD.
Director Gaines suggested
that we analyze the trade of outfall capacity for plant capacltv so that we
get in balance as long as It fits the land use plan.
Manager Schneider asked
If the Board wants to buy Its share of the expansion of Enclna.

The consensus
Manager Schneider will have City Planning Director check to see how much
more capacity Is required.
After studying the figures, the Board can then
make a determination whether Enclnltas Sanitary District should take the
additional capacity.
There was a discussion on use of reclaimed water.
Encina has hired a public relations person.

TREASURER'S REPORT
Secretary-Treasurer Lund reported to the Board on the District's financial
position.
The City has hired an auditor for the 1986-1987 year and the Enclnltas
Sanitary District records will be a part of the audit.
The District will pay
its share of costs.
MANAGER'S REPORT
All the sewer service charges have been computed for 1987-1988.
$342,855
will be collected by the County; $60,090 by the District.

Regulations to Prohibit Discharge of Saltwater Brine ~o Sanitary Sewer
System from Home Water Softeners Equipped and Plumbed for Automatic
Regeneration with Discharge Connections to the Sanitary Sewer System
In response to the request of our Board of Directors, the staff has investigated'
the practicability of the Encinitas Sanitary District to adopt an appropriate
regulation that would control the discharge of brine into our public sewer system
from individual home soft-water units. Local wastewater agencies that have active
regulatory constraints include the City of Oceanside, Leucadia County Water District,
Buena Sanitatton District, Rancho Santa Fe Sanitation District, and Whispering Palms
Sanitation District (as a matter of fact, all of the County sanitation districts
under the control of the Board of Supervisors have active regulations in all instances
where there is an "inland discharge" which translates to potential water reuse by
virtue of percolation into the local groundwaters or direct reuse in the immediate
service area).
Our current Regulation No.7 for control of industrial waste includes a provision
prohibiting "regeneration water from industrial softeners and deionizers." The
regulation also includes a permitting procedure and enforcement proceedings. With
guidance from the District's legal counsel, either the current regulations can be
amended or a new set of regulations concerning residential softeners can be drafted.
Having established a program District-wide, the overall compliance level with any
regulation of home softeners brine discharge would not be substantial. By and large,
an educational process involving the public, retail sales outlets of softeners,
plumbing contractors who install such home units, and the water conditioning industry
as a whole would, in our opinion, be the first level of activity for the District.
Insofar as the benefits that would accrue to the District, we have assembled infor-
mation with regard to the degredation of our water supply as it commences use in a
typical household and is then transformed into wastewater which is ultimately
delivered to the Encina Water Pollution Control Facility. At the present time, the
raw sewage as it is produced at Encinitas proper has a total dissolved solids (TDS)
level averaging 902 milligrams per liter (mg/l). At the Batiquitos Pumping station
(where Encinitas flow blends with Leucadia), the average TDS rises to 933 mg/l and
the average for the entire calendar year 1986 at the Encina WPCF amounted to 922
mg/l. The TDS of the public water supply in the area of San Dieguito Water District
i~50 mg/l, so that the increase in TDS is in concert with the expected increase
