CALL TO ORDER
President Shea called to order the regular board meeting o~The Encinitas
Sanitary District on March 25, 1987, at 4:00 P.M. at the offices of the San

Dieguito Water District, Encinltas.

APPROVAL OF MINUTES
Directors Omsted and Luke moved and seconded that the minutes of the

February 25, 1987 Board meeting be approved.
Motion carried.
APPROVAL OF WARRANTS
Directors Omsted and Luke moved and seconded that warrants numbers 7423
through 7468 be approved for payment.
Motion carried.
RESOLUTION 87-2 - RECLAMATION POLICY FOR ENCINA
Manager Schneider furnished copies of Enclna's reclamation polley.
Director Luke spoke on the advantages and use of reclamation.
The Board wants
a resolution for a pol icy to encourage water reclamation at Encina.
TREASURER'S REPORT
Secretary-Treasurer Lund reported to the Board on the District's financial
position.

CONFLICT OF INTEREST STATEMENTS
Manager Schneider will get reports from City.
ENCINA
The sol id study report has been completed and the environmental impact
report for expansion of the Enclna facilities Is progressing. ~he committee
will be back with a report on waiver In April. There Is a study being done on
\
re-wrltlng the Basic Agreement. Each director was given a copy of the sol Id
study report.
ENGINEER'S REPORT ON PUMP STATION
The pump station Is complete as of March 4, 1987.
MANAGER'S REPORT
The manager reported that the District was formed under the 1923 Sanitary
Act and must perform under such regulations.
So, regarding the property for
the school district, it cannot be traded for unusable property, but it can be

leased or sold.
Manager Schneider said he had two copies of an engineering study on water
reclamation in San Diego County.
Representatives of the San Diegulto High School toured the ten acres of
District property north of Big Bear store.
The District furnished them with
maps.
That Is the last communication from the School District.
OLD BUSINESS
Director Gaines asked If Mr. Sutton of Environ Associates had contacted
the District.
He has not as of today.
