1987-02-25 . . . ."!7 584 ENCINITAS SANITARY DISTRICT REGULAR BOARD MEETING FEBRUARY 25, 1987 CALL TO ORDER The the regular board meeting of the Encinitas Sanitary District was \ . called to order February 25, 1987 at 4:05 P.M. at the offices of the San Dieguito Water District, Encinitas. \ ATTENDANCE Members Present Others Present Richard P. Kimbal Mark Schneider Donald Sutton-EnvironAssociates DONALD SUTTON PRESENTATION Mr. Sutton, whose business is EnvironAssociates on Second Street, Encinitas discussed treatment of sludge. He works with waste water treatment ,. , and said that bio-organisms will reduce sludge by approximately 17%. He wi II refer the information to Manager Schneider who will later report on it to the Board. APPROVAL OF MINUTES Directors Omsted and Luke moved and seconded that the minutes of the January 28, 1987 Board meeting be approved. Motion carried. APPROVAL OF WARRANTS Directors Omsted and Luke moved and seconded that warrants numbers 7384 through 7422 be approved for payment. Motion carried. . . ~ 585 RECLAMATION Manager Schneider will bring to next meeting a resolution for Enclna to be more aggressive in reclamation, and to change the polley that restricts boundaries of use of reclamation. Director Luke moved that an Inquiry be made of firms to do a study of reclamation for Enclnltas Sanitary Di~trict. The motion died for lack of a second. Manager Schneider will furnish copies of a reclamation stu~y prepared by W. W. Fannon for A.W.R.A. TREASURER'S REPORT Secretary-Treasurer Lund reported to the Board on the District's financial position. ENC I NA Director Omsted reported that the big item for Encina is reorganization. The manager of Encina will not get a contract, but Leucadia County Water " District will give him a pol icy which allows six weeks' severance pay If he is fired, nothing if he quits. ENCINITAS PUMP STATION Legal papers were finally served on the contractor. He has come back three times and work is now complete. The engineer, Mr. Kubota, recommended that the District file a notice of completion. Thirty-five days after that date, the District will pay to the bonding company any funds left over from the contract. Directors Omsted and Steel moved and seconded that a completion notice be filed. Motion carried. . . -,' ~ 586 MANAGER'S REPORT Manager Schneider notified the Board of Jack Harrington's death. Direc- tors Omsted and Gaines moved ~nd seconded that a memorial check be sent in the amount of $100, payable to Jack Harrington's favorite charity. \ . Manager Schneider reported on the flooding problem north of Phoebe on Highway 101. NEW BUSINESS The Board wi! I refer the problem to the County Road Department. \ Director Omsted and Manager Schneider toured the Enclnitas Sanitary District property to consider the use of the back lot for school bus use. Directors Steel and Omsted moved and seconded that the Bill Berrier of the School District be asked whether the area would be suitable for a school bus yard. Motion carried.
