1986-10-23 . . . 572 ENCINITAS SANITARY DISTRICT REGULAR BOARD MEETING OCTOBER 23. 1986 CALL TO ORDER President Harrington called the meeting to order at 4:30 P.M., Thursday. October 23, 1986 at the San Dlegulto Water District's office, 5nclnltas. ATTENDANCE Directors Present Jack Harrington, President Vern Pate, Vice-President Edward Cory Mark Anderson Mark F II anc Others Present Mark Schneider Jack Kubota J. W. Kimball M. H. Lund Anne Omsted W. Sparrow . ì APPROVAL OF MINUTES Directors Cory and Anderson moved and seconded that the minutes of the September 25, 1986 board meeting be approved as written. Motion carried. APPROVAL OF WARRANTS "\ Directors Pate and Cory moved and seconded that warrants numbers 7228 through 7269 be approved for payment. Motion carried. TREASURER'S REPORT The report of receipts, disbursements and Investments was presented to the Board. ENCI NA Sludge disposal problems were discussed. Report due In November for sl,udge disposal. LCWD will draft an agreement for the manager of Enclna. GRAND JURY LETTER The Grand Jury of San Diego County has written a letter requesting a history of the District, copy of the audit, budget, etc. Manager Schneider wil J assemble the requested Information and send to the Grand Jury. . . -.->" . 573 MANAGER'S REPORT The flow meter has been repaired. It was recording approximately 13% low, so now the District will have to pay Leucadla County Water District for the dIfferences In our reported flows. The recorder of the flows will be repaired. Mr. Sparrow, who represents San Luis Rey Hospital, Is exchanging property on Saxony Road In order to build a new hospital. " The property needs to be annexed to our District. L.A.F.C.O. has the requ~st from the hospital, and at our November meeting the annexation request wl,11 be pre- sented to the Board. ENCINITAS PUMP STATION Mr. Kubota reported that the contractor has submitted some required shop drawings. The bonding company has been appraised of the problems the District Is having with the contractor. District counsel, Mr. Kimball, Is attempting to contact the contractor regarding his contract with the District. " The new six Inch pump stili Is vibrating excessively, and has not been accepted by the District. Mr~ Kubota dlscuss.ed the Bati'qultos pump station and force main to Enclna. Enclnltas District owns 1/3 and Leucadla County Water District, 2/3. Leucadla now needs more capacity and wants Encinltas Sanitary Dls- trlct to participate.
