REGULAR BOARD MEETING
SEPTEMBER 25, 1986
CALL TO ORDER
President Harrington called the meeting to order at 4:30 P.M., Thursday,
September 25, 1986 at the San Diegulto Water District's office, Enclnltas.

APPROVAL OF MINUTES
Directors Pate and Anderson moved and seconded that the minutes of
the August 28, 1986 board meeting be approved as written.
Motion carried.
APPROVAL OF WARRANTS
Directors Anderson and Pate moved and seconded that warrants numbers
7199 through 7227 be approved for payment.
Motion carrIed.

TREASURER'S REPORT
Manager Schneider Informed the Board that enclosed in their packets Is
the year end financial report.
Mr. Lund will be at the October board
meeTing to answer any questions regarding the report.
Manager Schneider requested that the Board allow the staff to invest
additional money In the Local Agency investment fund, as the fund Is paying
about 1-1/2% higher Interest rates than banks.
The request was approved on
a motion by Director Fllanc, second by Director Pate.
REQUEST FOR ANNEXATION
The Board was asked to approve the annexation of 1.12 acres In the
QuaIl Gardens area.
Manager Schneider recommended the approval as the

He also asked that three other
properties In the same area (already approved by the Board for annexation)
al I be consol idated In one annexation resolution.
Directors Anderson and Pate moved and seconded that the Board approve
Resolution 86-7, (Quail Gardens AnnexatIons #1) the annexation of the
foJ lowing assessor's parcel numbers to the Enclnltas Sanitary ~istrlct:
258-111-03,258-111-07,258-111-14, and 256-340-21 and 23.

ENCINA
Enclna Is stili having trouble with the Waukesha gas engines exhausts.
The JAC meeting was very short.
MANAGER'S REPORT
Manager Schneider reported That two fJuorometric dye analyses Indicate
that our flow meter Is reading 13% low.
There was a long discussion by the

Board regarding the District's flow.
Manager Schneider will have the
Brooks Magnetic flow meter tested to see If the meter has a problem.
I f It
Is found to be 13% low, the manager than has permission to reimburse
Leucadla for the discrepancy.
ENCINITAS PUMP STATION
Engineer Kubota reported that he has been unable to contact the con-
tractor, Dasco Construction.
The supplier of the diesel generator equlp-
ment sent Mr. Kubota a stop payment notice, saying Dasco owes the suppl ler
$31,000.
Mr. Kubota recommended that the legal counsel Inform the Board at
the October meeting what steps are to be taken to declare a breach of
contract.
Manager Schneider reported that we stiJ I have vibration in the
new pump.

NEW BUSINESS
Mr. Kubota requested that the Board accept an easement from the de-

veloper of a subdivision for the relocation of a sewer main and the abandon-
ment of sewer Jines no longer needed by the District.
The development fronts
on Puebla Street and Saxony Road In Leucadia and Is called Poinsettia Park.
Directors Anderson and Fi lanc moved and seconded that the easement be

accepted.
Motion carried.
The Board will have a get together with the new City Coun~ll.
President
Harrington will make the necessary arrangements.
The tentatlve~date Is
November 21, 1986.
It will be a dinner affair.
NOVEMBER AND DECEMBER MEETING DATES
The Board changed the dates for the November and December meetings.
The
November meeting will be held on November 20 and the December meeting,

December 18, the third Thursdays of each month.
