REGULAR BOARD MEETING
JUNE 26, 1986
CALL TO ORDER
President HarrIngton called the meeting to order at 4:30 P.M., Thursday,
June 26, 1986 at the San Dlegulto Water District's office, Enclnltas.

APPROVAL OF MINUTES
Directors Cory and Anderson moved and seconded that the minutes of
the May 22, 1986 regular board meeting and the June 10, 1986 special board
meeting be approved as written.
Motion carried.
APPROVAL OF WARRANTS
Directors Pate and Cory moved and seconded that warrants numbers 7072
"\
through 7113 be approved for payment.
Motion carried.
MOONLIGHT BEACH
Louise Mangan I I I, who runs the concession stand at Moonlight Beach,
wants to have the volleyball courts moved, but the Enclnltas Sanitary
District sewer line runs through the center of the new location for the
courts.
Manager Schneider questioned whether the State would pay for
moving the line.
Louise would like the sewer manhole raised, and they
would leave access to the manhole.
The manager saw no problem with that.
Manager Schneider will check with Mr. Kubota to see If IT Is feasible to
move the sewer line.

TREASURER'S REPORT
The report of receipts, disbursements and Investments was presented to
the Board, and well as the Preliminary Budget.
Directors Pate and Cory
moved and seconded that the Budget for 1986-1987 be approved. ,Motion
carried.

In order to implement the program for paying off the bonds, It will be
necessary to set up an Irrevocable trust for $250,000.
Manager Schneider
will check with the District's counsel regarding this.
COUNTY COLLECTION OF SEWER SERVICE CHARGES
Manager Schneider will handle the public hearing notice regarding the
County's collection of sewer service charges.
ENCINA
It Is possible that the employees of Enclna may strike.
Fifteen

employees from other districts have volunteered to operate the plant In
that event.
Joan Geiselhart has said that negotiations are close.
There Is stili a problem with gas engines at Enclna; they stili do not
meet County air standards.
Sludge disposal Is stili a problem.
MANAGER'S REPORT
The District Is being sued for $80,000 by a bicycle rider who claims he
was thrown from his bicycle when he hit a manhole cover.
This was referred
to our Insurance company.
The al iens presence on DIstrict property Is stili a problem.

ENGINEER'S REPORT ON ENCINITAS PUMP STATION
Mr. Kubota said that the contractor has finished all but three Items.
The station Is operable.
We stili owe $24,000 to the contractor.
Leucadla County Water District Is planning an expansion of Batiqultos
, .
Pump Station.
