REGULAR BOARD MEETING
APRIL 24, 1986
CALL TO ORDER
President Harrington called the meeting to order at 4:30 P~N., Thursday,
April 24, 1986 at the San Dlegulto Water District's office, Enclnltas.

APPROVAL OF MINUTES
Directors Pate and Cory moved and seconded that the minutes of the
March 27, 1986 board meeting be approved as written.
Motion carried.
APPROVAL OF WARRANTS

Directors Anderson and Pate moved and seconded that warrants numbers
6996 through 7036 be approved for payment.
TREASURER'S REPORT
Motion carried.
Mr. Lund gave the treasurer's report.
Manager Schneider reported that
the Bank of America Indicated that the District could open an account to
payoff the Bonds as they become due.
More Information will be forthcoming.
ENCINA
The April JAC meeting was short as no major decisions were required.
TRUO< BIDS
The District receIved four bids on a proposed truck purchase.
The low
bid on the diesel powered truck was from Harloff Chevrolet In the amount of

$15,614.86; the low bid on the gasoline powered truck was from Security
Chevrolet In the amount of $13,775.80.
Manager Schneider will analyze the
bids and report to the Directors regarding his choice.
The bids are In the
Manager's office.
MANAGER'S REPORT

ENCINITAS PUMP STATION
All conflict of Interest reports have been filed with the County.

Mr. Kubota reported that very little progress has taken place at the
pump station.
He recommends with the legal counsel, that the contractor be
given ten days to have the six-Inch pump operational, and thirty days to
complete the project.
If the pump Is not operational In ten days after
.
notification to the contractor, the contract Is to be terminated and the
bonding company will be notified.
The Board approved of Mr. Kubota's
recommendation.

The District received a complaint from the County of San Diego regarding
the rubbish on the DistrIct property north of the Big Bear Market.
The
District has been ordered to comply wIth the County's order wIthin fifteen
days.
The problem stems from the Influx of aliens who are camping on the

District's property.
The Board Instructed the staff to write a letter to the Sol Id Waste
Management Division of the County, requesting a meeting at the site, and
,.
,
Informing them of the steps taken by the District In the past to try to
solve the problem.
Copies of the letter should be sent to the Board of
Supervisors and other agencies Involved.
The executive meeting adjourned at 5:29 P.M.
