ENCINITAS SANITARY DISTRICT
REGULAR BOARD MEETING
OCTOBER 24, 1985
CALL TO ORDER
President Harrington called the meeting to order at 4:30 P.M., Thursday,
October 24,1985 at the San Dieguito Water District's office, Encinitas.

APPROVAL OF MINUTES
Directors Anderson and Filanc moved and seconded that the minutes of
the September 26,1985 board meeting be approved as written.
Motion
carried.
APPROVAL OF WARRANTS

Directors Pate and Cory moved and seconded that warrants numbers 6770
through 6805 be approved for payment.
Motion carried.
RESOLUTION 85-4 REGARDING ANNEXATION OF G. R. SMITH CORP. PROPERTY
A motion was duly made and seconded that the resolution be adopted.
In
response to roll call, all directors voted "aye"; no abstentions; no
"noes".
TREASURER'S REPORT
The report of receipts, disbursements and investments was presented to
the Boa rd .
Investments were discussed.
The Secretary has reviewed a draft
of the audit for the year ended June 30,1985.

ENCINA
The federal government will audit the Encina facility.
Encina has
hired a company from Sacramento to give the Encina facility a pre-audit to
insure that Encina has the necessary paperwork to justify the cost of the
construction.
The cost of the pre-audit is $20,000.
Encina is still working on solids disposal.

The ballasting of the outfall will begin within the month.~
MANAGER'S REPORT
Manager Schneider reported that our insurance broker has informed the
District that he has been unable to find an insurance company that will
issue pollution insurance.
In the past, pollution liability insurance
covered the District in the event that property was damaged due to backed
up sewage.
The District has started a program to clean all of the sewer lines
within the District, and to keep a complete log of all such activities.

Mr. Kimball briefed the Board on the District's liabilities in the
event that property is damaged due to backed up sewage.
Mr. Kimball stated
that Sections 818.4 and 818.6 of the Government Code state that the Dis-
trict is not liable unless the District is aware of a potential problem and
does not rectify the situation.
The Board directed that each property damage claim be on a case by case
basis.
The Board further directed that the District get bids on its insurance
from local brokers.
ENCINITAS PUMP STATION
Mr. Kubota reported that the contractor will begin work on October 28.

CAPACITY OF SEWER MAINS IN ENCINITAS BOULEVARD
Mr. Kubota reported that he is still working on the project and will
have a report in a month or so.
CHRISTMAS PARTY
December 14 is the date tentatively set for the Christmas Party.

NOYEMBER AND DECEMBER MEETINGS
The November meeting will be changed to Tuesday, November 46. The
December meeting will be on Thursday, December 19.
