MINUTES OF THE JOINT SPECIAL MEETING OF THE CARDIFF
SANITATION DISTRICT AND ENCINITAS CITY COUNCIL, PRIL 25, 2001,
5:30 PM, 505 SOUTH VULCAN AVENUE
CALL TO ORDERIROLL CALL
Since this was a Joint Special Meeting held before the regular City Co cil meeting, Board
Member Holz chaired the meeting and called the meeting to order at 5:37 P.M.
Present:
Board Members Dennis Holz, James Bond, Christy Guerin, M ggie Houlihan, and
Jerome Stocks.
Absent:
None.

There being a quorum present, the meeting was in order.

Ms. Wurbs stated that a comparison of operating costs for cSD and ESD fro FY 1999/2000
though FY 200112002 showed total increased operating costs have increased ramatically. Of
those increases, approximately $440,392 (CSD) and $122,675 (ESD) were dir ctly attributed to
increased energy costs.
Public Works Director Wurbs reviewed the staff report stating the purpose of t e Public Hearing
was to provide an opportunity for public input on a one-time special surchar e to be assessed
with annual sewer service charges for Cardiff Sanitation District (CSD) and ncinitas Sanitary
Division (ESD) customers for fiscal year 200112002. The need for the sur harge had arisen
because of a dramatic increase in energy costs at the treatment facilities serving SD and ESD.

Ms. Wurbs said that because of the sudden and unexpected surge in energy c sts, a short term
solution was needed to offset the increased costs. Staff was recommending that a one-time
special surcharge be added to the assessments for annual sewer service harges for FY
2001/2002. The proposed surcharge would be based upon each customer's ass ssed charge that

'was calculated according to the current flow-based rate structure. Due to the differing cost
increases for cSD and ESD, the proposed surcharge would be 20% for CSD and 10% for ESD.
The staff recommendation was to introduce Cardiff Sanitation District Or inance 2001-01 and
City ofEncinitas Ordinance 2001-07.
Board Member Holz opened the Public Hearing.
The following citizens spoke in opposition to the one-time special surcharge.
Bob Bonde, Chris Kirkorowicz, Ed Obermeyer, Dietmar Rothe, Steve F eyling, and Donna
Westbrook.
Board Member Holz closed the Public Hearing.
Board Member Holz stated a 4/5 vote would be needed to authorize t e one-time special
surcharge.
ACTION:
Bond moved, Guerin seconded to forgive the FY 2000-0] operating budget ncrenses, and omy
apply the surcharge toward the FY 2001-02 budget increases. The motion fai ed due to less than
'_....,'. 4/5 support. Ayes: Bond, Guerin, Houlihan; Nays: Holz, Stocks.
, Board Member Holz requested an update at the June 27, 2001, District Mee ing, regarding any
significant change to energy costs at the Encina Wastewater treatment facility and the San Elijo
Water Reclamation Facility.
