Since this was a Joint Special Meeting held before the Regular City COUll il Meeting, Mayor Sheila
Cameron chaired the meeting and called the meeting to order at 6:35 P.M.
Present:
Mayor Sheila Cameron, Council Members James Bond, huck Du Vivier, Christy
Guerin, and Dennis Holz.

None.

Financial Services Manager Suelter reviewed the staff report and stated the staff recommendation
was to adopt Resolution 99-33 City of Encinitas, 99-16 Cardiff Sanitati n District, and 99-12
San Dieguito Water District.
ACTION:

DuVivier moved, Holz seconded to approve the staff recommendati n to adopt City of
Encinitas Resolution 99-33, Cardiff Sanitation District Resolution 9-16, San Dieguito
Water District Resolution 99-12, approving Fiscal Year 1999-2000 Annual Operating
Budget and Fiscal Years 2000-2004 Five- Year Financial PlanlCa ital Improvement
Program. Motion carried. Ayes: Bond, Cameron, DuVivier, Guerin, olz. Nays: None.

Personnel Officer Beckord reviewed the staff report and said the s recommendation was to
adopt City ofEncinitas Resolution 99-34 and San Dieguito Water Distri t Resolution 99-13.
ACTION:
Du Vivier moved, Bond seconded to approve the staff recommen ation to adopt City of
Encinitas Resolution 99-34 and San Dieguito Water District Reso ution 99-13 approving
Personnel classifications and salary ranges effective July 1, 1999. Motion carried. Ayes:
Bond, Cameron, DuVivier, Guerin, Holz; Nays: None.

Financial Services Manager Suelter reviewed the staff report and stated e staff recommendation
was to adopt San Dieguito Water District Resolution 99-14 and C diff Sanitation District
Resolution 99-17 authorizing Union Bank of California to accept Distric payments into the City
of Encinitas General Bank Account.
ACTION:
Holz moved, Du Vivier seconded to approve the staff recomme dation to adopt San
Dieguito Water District Resolution 99-14 and Cardiff Sanitation Di trict Resolution 99-17
authorizing Union Bank of California to accept District payments in the City of Encinitas
General Bank Account. Motion carried. Ayes: Bond, Cameron, D Vivier, Guerin, Holz;
Nays: None.
