MINUTES OF JOINT SPECIAL MEETING FOR CARDIFF SANITATION
DISTRICT AND ENCINITAS CITY COUNCIL
APRIL 28,1999,6:30 PM, 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Since this was a joint special meeting held before the Regular City Council meeting, Mayor
Cameron chaired the meeting and called the meeting to order at 6:35 P.M.
Present:
Mayor Sheila Cameron, Council Members Chuck Du Vivier, Christy Guerin
(arrived at 6:50 P.M.), and Dennis Holz.
Absent:
Council Member James Bond.
Also
Present:
Interim City Manager Acker, Interim City Attorney Sabine, City Clerk Cervone,
Assistant City Manager Benson, Engineering Services Director Archibald, Public
Works Director Nelson, Risk Manager Schwarm, Deputy City Clerk Greene.
There being a quorum present, the meeting was in order.
Engineering Services Director Archibald reviewed the staff report and requested the City Council
and Cardiff Sanitation Board review the proposed standards and policies. and direct staff to draft
the appropriate ordinances and/or resolutions needed to adopt the subject policy.
Cameron moved not to set a policy at this time. Motion failed for lack of a second.
ACTION:
Bolz moved, Cameron seconded to refer this item back to staff for f_rther discussion with
the City Attorney and return with those findings to a future City Council, Cardiff
Sanitation District Board meeting. Motion carried. Ayes: Cameron, Guerin, Bolz; Nays:
Du Vivier; Absent: Bond.
