& SAN DIEGUITO WATER DISTRICT SPECIAL JOINT MEETING

CALL TO ORDERIROLL CALL
Since this was a joint special meeting held before the Special City Council Meeting, Mayor
Cameron chaired the meeting and called the meeting to order at 6:48 P.M.
Present:
Mayor Sheila Cameron, Council Members James Bond, Chuck Du Vivier, Christy
Guerin, and Dennis Holz.
Absent:
None.
Also
Present:
City Manager Wasserman, Interim City Attorney Morgan Foley, City Clerk
Cervone, Assistant City Manager Benson, Engineering Services Director Archibald,
Financial Services Manager Suelter, Budget Officer Hill, Management Analyst
Orozco, Deputy City Clerk Greene.
There being a quorum present, the meeting was in order.

Guerin moved, DuVivier seconded to close and adopt the Consent Calendar. Motion carried.

Authorization to Exercise Contract Extension per June. 1996 Ae:reement for
Professional Audit Services with KPMG Peat Marwick LLP Jor an additional Two
Years (FY 1998-99 and 1999-2000). Contact Person: Financial Services Manae:er
Suelter.
STAFF RECOMMENDATION: Approve the proposed contract extension
with KPMG Peat Marwick LLP, for an amount not to . exceed $98,500 for the
fiscal years 1998-99 and 1999-2000.

01/26/99 Joint Special CSD Meeting
Management Analyst Orozco reviewed the staff report in response to the City Council/District
Board's request to return with a Mid-Vear status report. Ms. Orozco said no action was required
and the staff recommendation was to receive the report.
Sandi Steller, a Del Mar resident, stated since the City of Del Mar instituted flow based rates in
1995, her sewer bills had increased dramatically.
Kirsten Richter, owner of the SeaBreeze Bed and Breakfast, said she felt the sewer fee structure
imposed on commercial establishments was unfair.
Mayor Cameron requested that Management Analyst Orozco meet with Ms. Richter and review her
sewer fees.
There was Council consensus to receive the report.

Presentation of the City of Encinitas. Cardiff Sanitation District (CSD). and San
Diee:uito Water District (SDWD) Annual Financial Reports for the period ended June
30. 1998. with Auditors ReDort and Opinion thereon. Contact Person: Accountine:
Manae:er Lembach.
Accounting Manager Lembach stated that Item #13 was for information only and no action was
required by the Council/Board.
Mr. Lembach introduced Peggy McBride and Beth Witmayer of KPMG who gave a brief
presentation on the role and responsibilities of their firm in the City's year-end audit process.

Status Report on City and Districts Revised Openine: Fund ~alances and Review of
Major General Fund Revenue Sources for the Current Fiscal Year. Contact Person:
Bude:et Officer Hill.
Budget Officer Hill reviewed the staff report, stating that several fund balances were well above
projections mainly due to record revenue receipts. Ms. Hill said this was an information report only
and no action was required by the Council/Board. She said the opening fund balances would be
reflected in the mid-year budget review at the February 17, 1999, CounciJJt>istrict meetings.
Ed Obermeyer requested further information regarding the Encinitas Lighting/Landscaping Fund.
Assistant City Manager Benson reviewed the Encinitas Lighting-Citywide fund in answer to Mr.
Obermeyer's remarks.
