CALL TO ORDER/ROLL CALL
Since this was a joint special meeting held after the regolar City Co oil meeting, Mayor Lou
Aspen chaired the meeting.
Mayor Aspen called the meeting to order at 8:30 P.M.
Present:
Mayor Lou Aspen, Council Members James Bond, Sheila ameron, John Davis,
and Chuck DuVivier.
Absent:
None.
Also
Present:
City Manager Wasserman, City Attorney Krauel, Dep ty City Clerk Greene,
Assistant City Manager Benson, Budget Officer Hill, Mana ement Analyst Smith,
Secretary Maluia.

There being a quorum present, the meeting was in order.

STAFF RECOMMENDATION:
Neva Norling, Mary Vahalla, and Renee Norling asked that the City of Enc'
repair Rainbow Ridge Road leading to Capri Elementary School.
Engineering Services Director Archibald explained that the last time the iss e of paving Rainbow
Ridge Road was brought up, Council asked for a list of all public streets that ere not bronght np to
City standards and not maintained by the City. Mr. Archibald responded that enior Civil Engineer
Jensen had part of the list done, but still needed to finish the list.
Assistant City Manager Benson reviewed the issue of the 800 Mhz backbo e and lease cooring
fÌom the budget.

Budget Officer Hill stated that the 800 Mhz backbone and lease were cover d and budgeted for
next year.

Budget Officer Hill reviewed in SUl1lIruIly the Fiscal Year 1998/99 Operating Budgets, New
Programs, and Financial Plan/Capital Improvement Program.
Council Member Cameron expressed her concerns regarding Rainbow Ri go Road.
Bond moved, DnVivier seconded to adopt Resolntion Nos.: 98-43, ity of Eneinitas; 98-13,
Canli1f Sanitation District; and 98-10, San Dieguito Water District. Motion canied. Ayes:
Aspen, Bond, Cameron, Davis, DuVivier; Nays: None.
