1989-19 RESOLUTION NO. C-S9-019 A RESOLUTION OF THE CARDIFF-BY-THE-SEA COMMUNITY ADVISORY BOARD APPROVING A DESIGN REVIEW PERMIT FOR THE EXPANSION OF THE SAN ELIJO WATER POLLUTION CONTROL FACILITY LOCATED AT 2695 MANCHESTER AVENUE (CASE NO.: 89-152-DR) WHEREAS, a request for consideration of a Design Review Application was filed by the San Elijo Joint Powers Authority to review the expansion of a water pollution control facility, as per Chapter 23.08 of the City of Encinitas Municipal/Zoning Codes, for the property located at 2695 Manchester Avenue. WHEREAS, a public hearing was conducted on the application on July 24,1989, and all persons desiring to be heard were heard; and WHEREAS, evidence was submitted and considered to include without limitation: 1. The staff report dated July lS, 1989; 2. The adopted General Plan, Zoning Code and associated Land Use Maps; 3. Oral evidence submitted at the hearing; 4. Written evidence submitted at the hearing; 5. Documentation and site plans submitted by the applicant; and WHEREAS, the Cardiff-by-the-Sea Community Advisory Board made the required findings pursuant to Section 23. OS of the Zoning Code. (See Attachment "A") CO/ce/CRO4-337wp5 1(7-25-S9)-2 NOW, THEREFORE, BE IT RESOLVED by the Cardiff-by-the-Sea Community Advisory Board of the City of Encinitas that, in accordance with State Government Code Section 53091, the Design Review Application is hereby approved subject to the following recommendations to the Joint Powers Authority: (1) The proj ect as submitted is approved and shall not be altered without Community Advisory Board review; or as amended by these recommendations. (2) All structural improvements shall maintain the setback requirements prescribed by the current zoning code for the subject property. (3) All roof appurtenances including, but not limited to air conditioning units, and mechanical equipment which are attached as structural elements shall be shielded and architecturally screened from view. (4) All ground-mounted mechanical equipment, including heating and air conditioning units, and trash receptacle areas, shall be completely screened from view by use of a wall, fence, or landscaping, or shall be enclosed within a building. (5) All utility connections shall be designed to coordinate with the architectural elements of the site so as not to be exposed except where necessary. (6) All new and existing utility connections within the boundaries of the project shall be placed underground, with the exception of existing overhead power transmission lines in excess of 34.5 KV and long-distance and main trunk communications facilities. Transformer, terminal boxes, meter cabinets, pedestals, concealed ducts and other facilities may be placed above ground provided they are screened with landscaping. (7) Trash receptacles enclosed by a six-foot high masonry wall with view-obstructing gates shall be provided in an acceptable location, to the satisfaction of the Director of Community Development. (S) Site landscaping shall include a combination of trees, shrubbery, vines, and groundcovers, drought tolerant plant material is encouraged. CO/ce/CRO4-337wp5 2(7-25-S9)-2 (9) All landscaped areas shall be watered by an automatic irrigation system and regularly maintained in a healthy and thriving condition free of weeds, trash, and debris. (10) All light sources shall be shielded in such a manner that the light is directed away from streets or adjoining properties. Illuminators should be integrated within the architecture of the building. Freestanding lamp posts shall be no taller than eighteen (18) feet. The intensity of light at the property boundary shall not exceed seventy-five (75) foot lamberts from a source of reflected light. (11) Any necessary grading shall be designed to retain all surface water origination on the site, or flowing on to the site from adjoining property. (12) No obstructions shall be permitted within the public right-of-way to the satisfaction of the Public Works Department. (13) Specific Recommendations of the Community Advisory Board: (a) A detailed landscaping plan, that encourages a natural landscape design, shall return to the Community Advisory Board for review. The plan shall detail the front entry wall/fencing which is encouraged to be complementary to the natural landscaping of the lagoon area. A "Track Housing" entry wall look is discouraged. (b) The Board recommends a dark green color for the flow equalization basin cover. (c) The Board recommends a cover for the secondary clarifiers which would allow for increased plantings of trees in the landscape plan. (d) The Board recommends that the chlorine building and scrubber be reversed so that the mechanical equipment faces east and away from resident's view from the west. In lieu of reversing the building, heavy tree plantings are recommended to screen the structure from view. (e) A traffic operational plan is encouraged to restrict traffic entering the facility from the west. The need for a left turn lane on Manchester Avenue to access the facility should be examined and implemented if deemed warranted. CO/ce/CRO4-337wp5 3(7-25-89)-2 (f) The east side of the digester tanks should be planted with trees to screen them from the I-5 view point. The berms of the flow equalization basins should be provided ground cover and shrubbery sufficient to screen residential views from the west. BE IT FURTHER RESOLVED by the Cardiff-by-the-Sea Community Advisory Board of the City of Encinitas that: The Board has been advised that the Joint Powers Authority certified an Environmental Impact Report for the subject project on July 6, 1988 in accordance with state CEQA Guidelines. The project design is consistent with the General Plan, and the provisions of the Municipal/Zoning Code. Evidence to Consider: The project conforms to the City's adopted General Plan and the Land Use Designation of Public/Semi-Public in that the facility is owned and operated by a Governmental Agency for the purpose of providing a public utility service. The project conforms to the requirements of Chapter 30.28 (Public/Semi-Public Zone) of the Zoning Ordinance. B. The project design is substantially consistent with the Design Review Guidelines. Evidence to Consider: The project conforms with architectural, landscape, and circulation elements specified in the guidelines for Design Review. C. The project would not adversely affect the health, safety or general welfare of the community. Evidence to Consider: The proj ect is required to meet water quality standards as specified by the Regional Water Quality Control Board. No aspect of the proposed project can be identified which would adversely affect the health, safety or general welfare of the community. D. The project would not tend to cause the surrounding neighborhood to depreciate materially in appearance or value. Evidence to consider: The subject site is screened from view by landscaping and natural terrain on the north, east and south. Property to the west along the ridge line will view the site but the distance from and height above the facility generally mitigate any adverse view impacts. CO/ce/CRO4-337wp5 5(7-25-89)-2
