1988-06 8 8 8 RESOLUTION NO. C-88-006 A RESOLUTION OF THE CARDIFF-BY-THE-SEA COMMUNITY ADVISORY BOARD APPROVING A DESIGN REVIEW PERMIT FOR PROPERTY OF THE SOUTHERLY 5 FEET OF LOT 11 AND ALL OF THOSE PORTIONS OF LOTS 12 THROUGH 19 INCLUSIVE IN BLOCK 3, CARDIFF, MAP 1298, COUNTY OF SAN DIEGO (COMMONLY KNOWN AS 2554 AND 2556 MANCHESTER AVENUE, CARDIFF) WHEREAS, Les Burge applied for a Design Review permit for a duplex on one lot as per Chapter 23.08 Design Review, of the City of Encinitas Zoning Ordinance; WHEREAS, public on the hearing conducted a was application by the Cardiff-by-the-Sea Community Advisory Board on January 11, 1988, and all persons desiring to be heard were heard; and WHEREAS, evidence was submitted and considered to include without limitation: a. site plan submitted by the applicant; Written information submitted with the application; Oral testimony from staff, applicant, and public made a part of the record at said public hearing; CAB staff report (87-106-DR) dated December 30, 1987 which is on file in the Department of Planning and Community Development; and Additional written documentation. b. c. d. e. NOW THEREFORE, BE IT RESOLVED by the Cardiff-by-the-Sea Communi ty Advisory Board of the ci ty of Encini tas that the Design Review permit for a one lot is hereby duplex on approved subject to the following findings: 1. That the proposed proj ect is in conformance with the intent of Section 23.08.72 of the Design Review Ordinance, since the project is consistent with subsections A through D; LN/ln/CABll-378wp 8 8 8 2. That the proposed project is in conformance with the intent of Section 23.08.74 of the Design Review Ordinance, since the project is consistent with subsections A through J; 3. That the proposed project is in conformance with the intent of section 23.08.76 of the Design Review Ordinance, since the project is consistent with subsections A through G; 4. That the proposed project is in conformance with the intent of Section 23.08.77 of the Design Review Ordinance, since the project is consistent with subsections A through D; approved BE IT ALSO RESOLVED, that the Design Review Permit is A. B. C. D. with the following conditions: That the applicant return to the CAB for review of a final landscape plan showing low shrubs to the south of the building and that a drainage plan be submitted showing no flow from off-site onto the site and from on the site to off-site; That a hydrology Engineer; submitted study be to the City That the applicant return with a different color palet for the project to be more of a contrast with the structure adjacent to the site and to the north; and That the applicant redesign the window in the center of the structure and the chimneys to be different than the window design on the structure adjacent and to the north of the site.
