Board Member Perkins - comments made regarding the following
concerns:
When IOD's are required its not necessary to grade to
full rOD widths.
Concern with drainage issues with regards to stream beds
and daming at catchment areas.
Speeds are higher when roads are straightened.
Board Member stumpf - There was discussion on the Public Road
Standards sections 6.8 A 1 and 2 and there was a concern about
Rancho Santa Fe Road north of Camino Del Norte.

Voiced concerns about rOD requirements.

Betsy Biondo - 3335 Fortuna Ranch Road
Wants to see Lone Jack Road at a 40' right-of-way.
pedestrian, bike, and horse trails provided.

Tom Noon - 3225 Country Rose Circle
Wants 4'-6' bike lanes marked. Public vs private road
issue needs further clarification.

Ginger Perkins - 3451 Bumann Road
Requests sidewalks be on one side of public roads and
recreation trails on the other.

Tom Swanson - 3543 Coppercrest
Opposed to 40' right-of-way on Lone Jack Road. Need
minimum standard of a 24' right-of-way to allow for
keeping of trees and emergency access. Rancho Santa Fe
Road should range from 24'-30' width. Against street
lights. Right-of-ways should not be fully graded.

Bob McAndrews - 3556 Coppercrest Road
Olivenhain does not want SA 680. Curbs and street lights
not necessary.

Steve Robins - 2247 Edinburgh
Need to keep rural character of Olivenhain. Concerned
with Public Works proposal. Concerned with IOD's. Need
dark skies/lights not desired.
ADDITIONAL CAB MEMBER COMMENTS:
Board Member Perkins:
IOD's can be a good tool but they need to be identified
precisely as to why they're needed.

Don't want substandard roads to be used as growth control
measures.
Prohibit use of herbicides along roadways.
Board Member DuVivier:
Consider that CAB's or Planning Commission could do
waivers in unusual cases for IOD requirements.
CuI de sacs should be limited to no more than 500 ADT's.
Concerns for some areas of Lone Jack Road that may
require special standards.
May need bike lanes and asphalt sidewalks on some roads.
Concern with developers constructing roads before
standards are determined.
Board Member Johnson:
CAB's or the Planning Commission should be able to
address and decide unique situations for roads in
specific communities that may need special standards.
Board Member Trujillo:
.
Lone Jack Road does not need to be 40' paved (special
case for a "Rural Local" road).
Problem of a cul de sac minimum being 36'-40'.
Lone Jack Road north of Dove Hollow Road should be 24'
in width. (possible GP amendment)
Should be exceptions to road standards if there are
environmental concerns for certain projects.
No full grading on public or private streets for right-
of-way requirements.
Prohibit street lights.
Need rolled curbs and gutters for rural roads.
Also need recreation trails.
Lone Jack Road standard should be based upon the reality
that the current paved width can handle the amount of
current and projected ADT's.
No parking requirements should be in place.
Board Member stumpf:
Should be more exceptions for section 1.3 of the Road
Standards. There should be more exceptions for
environmental concerns, trees, and grades.
CAB or a city public body should resolve waiver requests.
Rural local roads should be 30' paved and have a 45'
right-of-way with natural soil walkways or trails.
Need 30' rural roads near bus stops and mailboxes.
Should be something that's less than rolled curbs-
possibly special identified pullout areas. Rolled curbs
should be colored.

Need to separate definition of cuI de sac and deal with
real need for turning radius.
Can't prohibit all street lighting in Olivenhain.
could be needed for safety purposes.
Lone Jack Road should be 30' paved with 10' of asphalt
on one side for a walkway and 10' on the other side for
a dirt recreation trail.
Rancho Santa Fe Road should be a local road with rolled
curbs and no concrete sidewalks.
