Motion: Board Member Trujillo - To deny the proposed TPM with
the finding that the project did not provide needed public
improvements that significantly exceed the requirements for
the project, the project does not provide private or public
recreational facilities that significantly exceed the
project's requirements, and the project does not provide other
significant benefits to exceed mid-range density of 3.68 by
.32 for 4 lots.

Motion: Board Member Johnson - To Continue This Item To The
Meeting Of May 8, 1990 to allow the applicant and staff to
return with the following information: net acreages; more
justification to exceed mid-range density; consensus between
the neighbors and the property owner to be sure the road
alignment (possible connection to Bumann Road through the
property to the north) is acceptable, a petition is to be
circulated to gather this information; to work with Community
Services and the Trails Committee regarding proposed trails;
address all weather surface on the sewer easement through the
open space easement and possible realignment of the sewer
easement; return with a copy of the Bumann Map that the county
is reviewing for purposes of connecting contiguous open space;
show a standard subdivision and verify that the number of lots
being asked for in the PRD can be accomplished through a
straight subdivision; also confirm that the project meets all
the PRD standards; check on requirement for a barrier fence
that was mentioned in the Bio. Report dated January 31, 1990;
include all comments and conditions from outside and inside
agencies; return with a resolution of approval.

Motion: Board Kember Johnson - To continue This Item To The
Meeting Of May 8, 1990 to allow the applicant to modify the
project to address the following issues: confirm the 60' wide
R.O.W. requirements being shown on Lone Jack Road; modify the
grading to be more in conformance with the intent of the
conceptual grading approval on the Tentative Subdivision Map
88-209-TM; review and modify the crib wall and pad design on
Lot 7 to allow for more yard area and better use of the lot
while keeping the grading to a minimum; provide split level
pads and avoid crib walls where possible; address privacy
problems with regard to the upper lots looking down on outdoor
living areas of the lower lots; review the noise study to
determine if a continuous wall was required for noise
attenuation since the Board had specifically required that the
pads and the noise walls for the lots fronting on Lone Jack
be off-set so as not to appear like a uniform tract
development; prefer to see custom walls for each lot to match
the design of the single family structures; a more detailed
planting plan will be required that addresses the appropriate
species for the Olivenhain area; document that the temporary
irrigation on Lot 10 will be removed after the slope planting
has taken hold; and review the possible soils problems and
whether the soil amendments would need to be continual in
order for the planting to be maintained in a healthy manner.
