Property in the RR-1 Zone. Item continued from the meeting of Kay 8, 1990. ENVIRONMENTAL STATUS: N/A - Conceptual Review only. No action taken on this item. Board comments for the project are positive overall with the way the proposed SFR is integrated into the site. CASE NUMBER: 90-078 V APPLICANT: Chuck Lombardo LOCATION: 215 ~ Meadow vista Way DESCRIPTION: Variance request for a new SFR to encroach in the front yard setback and into the required 40 foot setback from the bluff edge in the Hillside Bluff Overlay Zone. Property is in the RR-2 Zone. Item continued from the meeting of May 8, 1990. ENVIRONMENTAL STATUS: Exempt per CEQA section 15301, a. Motion: Board Member Johnson - To approve the request for a variance for one SFR to encroach into the front yard setback area and inland bluff overlay zone as submitted from Plan B with the following conditions: Maximum height of trees and other vegetation on the lot will be limited to 81 to 91 feet in height to help preserve nearby views. The level of the housing pad will be dropped 1.131 to 21 in elevation so as to allow an increase in view preservation for nearby residents. This condition is expressly based upon the finding that various feasible adjustments in the proposed setbacks would result in a view increase of 1-2 feet. CASE NUMBER: 89-297 TM/RPL/EIA APPLICANT: Wayne Wagner LOCATION: Easterly terminus of Camino Del Rancho DESCRIPTION: A proposed 9 lot tentative map for single family homes in the RR-2 Zone. Item previously went through conceptual review at Staff Advisory Committee. Item continued from the meeting of May 8, 1990. ENVIRONMENTAL STATUS: Under Review JO/05/CAB20-1793WP5 (7-2-90/4) 7 8 8 8 Motion: Board Member Trujillo - To continue this item to the meeting of June 19, 1990 to allow the applicant and staff to look into the following issues: Road access alignments and widths. In particular Lone Jack Road, Camino Del Rancho, the road buckle for fire turn around, and transition from a public to a private road if proposed that way. Grading concerns with regards to cut and fill, import and export soil amounts, and the borrow pit for nonconformance with the Grading Ordinance. Sewer concerns. Alternative access options. Having a soil engineer present to the community Advisory Board meeting on June 19,1990 information about the best soils to be used on each of the proposed lots for erosion control. LOCATION: Manchester Avenue, Boulevard Encinitas South of DESCRIPTION: Design Review for 11 single family homes in the RR-2 Zone. Project includes landscaping, an entry gate, and walls. ENVIRONMENTAL STATUS: Negative Declaration certified (See 88- 231 Harley Denk) Motion: Board Member Trujillo - To continue this item to the meeting of June 19,1990 to allow the Community Advisory Board members to review the color renderings of the project and to give comments back to staff on the specific house/color designs. Staff will forward these comments to the applicant. ENVIRONMENTAL STATUS: Mitigated Negative Declaration approved wi th subdivision map by City of Encini tas. Motion: Board Member Trujillo - To accept the proposal of the trails being rerouted. They are in substantial conformance. Staff is to return to the Board with the completed revised trail map and trail committee comments.
