Boardmember Du Vivier stepped down from hearing items 6A and 7A. CASE NUMBER: 90-163 TM/EIA APPLICANT: Wayne Nickerson LOCATION: NW of Rancho Santa Fe Road between 10th and 11th Streets. DESCRIPTION: A proposed 10 lot subdivision for Single Family Residence's in the RR-2. Project is to include a park. ENVIRONMENTAL STATUS: Recommended Negative Declaration. Motion: Board Member Trujillo - To approve Case No. 90-163 TM/EIA with the following conditions: 1. Allow modification to the grading plan during the design review stage to protect significant views. 2. The private biological open space easement on lots 2 and 4 shall be maintained through the creation of a non-fee committee or association with effective maintenance and enforcement authority. 3. The scrub oaks located on the park lot shall be transplanted elsewhere on site. In the event the trees don't survive, they shall be replaced. The pines shown on the map dated October 17, 1990 shall be saved and shall be monitored during the construction phase. 4. Consider a 4th, 1 story model. Off-set some of the garages so not all garages face the street. Turn houses on lots 2, 5 and 6 so they are not so even. Check into alternates to City standards regarding park equipment. Delete the Oleanders near the park and replace with another species of plant.
