Motion: Board Member Post - The proj ect is approved as JO/03/CAB23-3019WP5 (3/29/91-3)77 , ~ 8 8 8 ", submitted on the blueline elevations of the bridge and retaining walls, the bridge portion of the grading plan, and bridge section drawing dated received by the City of Encinitas on January 29, 1991. The above shall not be changed without review by the Community Advisory Board, except that the openings between the wooden railings may be narrowed in the final design sufficiently to prevent a small child from falling through the open space between the railings meeting the minimum railing standards of the Uniform Building Code, without re-review by the Board. CASE NUMBER: 89-078 MUP/TPM/EIR APPLICANT: North Coast Presbyterian Church LOCATION: Manchester Avenue between Boulevard and El Camino Real Encinitas DESCRIPTION: Application for review of a Major Use Permit, Tentative Parcel Map and Environmental Review for a new church facility to include a sanctuary, recreation hall, administrative offices, Sunday School and two residential lots. Site is 25.7 acres in the RR-2 Zone (.26 - .5 du/ac). ENVIRONMENTAL STATUS: ErR Certified at the Planning Commission meeting of February 28, 1991. Motion: Board Member Post - To continue this item to a special on-site meeting on April 2, 1991 at 5:00 p.m. The issues identified at this meeting by the Community Advisory Board and the Community are the following: Good project but not on this site, preferable on major roadway. A Major Use Permit can be granted if the project can meet compatibility findings, etc. Church compatibility with the rural character of Olivenhain when the church is not a small rural community church but is more of a regional facility. Outdoor recreational activities on the site. Biological impacts to the lagoon and floodplain area. Bike and trail alignments - whether they hookup to the Cityls trail system and whether they are close enough to the creek that they would be a negative impact. Review and compare impacts of residential lots on the site as opposed to the church. Lighting proposed and evening church functions. Landscaping plans for drought tolerance and compatibility with the creek. Soil conditions, erosion, and siltation. Provide sections showing the relationship to the site, of the Kern property, and the creek and lagoon areas. A request for extensive detail on all uses, activities, numbers of people and times. View blockage of the wetlands, scale, and aesthetics of the proposed church. May be possibility of state purchasing land next to Reserves which the lagoon is consideration of catchment laws on site rather than desiltation to help with irrigation of site to help balance the problems with the drought situation. Bring photographs of plant types in Olivenhain to the May 7th meeting of the types of plantings proposed on the landscape plan for the Board I s review. Clarify the buffer between the church facility and the creek or lagoon ( i . e. Kem property layout, etc.) (May be resolved with April 2nd site visit). Please have the biologist at the May 7th meeting to answer the biological impact questions. Boardmember Post requested that the applicant stake the site for the Special Meeting on April 2, 1991 to show the property boundaries, the location of the sanctuary with story poles, the road system and parking lots and the riparian corridor.
