Since this was not on the agenda, the Board requested that it be agendized for June 4, 1991. The Board also agreed to agendize a special j oint meeting with the Parks and Recreation Commission for May 23,1991, to take a bus tour of the trails in Encinitas. - Approved 4. CASE NUMBER: 89-078 MUP/TPM/EIR APPLICANT: North Coast Presbyterian Church LOCATION: Manchester Avenue between Boulevard and El Camino Real Encinitas DESCRIPTION: Application for review of a Major Use Permit, Tentative Parcel Map and Environmental Review for a new church facility to include a sanctuary, recreation hall, administrative offices, Sunday School and two residential lots. site is 25.7 acres in the RR-2 Zone (.26 -.5 du/ac). ENVIRONMENTAL STATUS: EIR certified at the Planning Commission meeting of February 28, 1991. Note: There were approximately 30 speaker slips in support of the project and 30 speaker slips in opposition. About 15 people spoke on each side. Motion: Board Member Schafer - To close the Public Testimony and to continue CAB discussion of this item to the June 18, 1991 Olivenhain CAB meeting for staff to return with resolutions with findings for approval and denial of the project in order for the Board to determine which findings can be appropriately supported. The following issues were discussed at the meeting by the Board and the community: General Plan conformance regarding intensity of use in the RR Zone Parking on site in the ER/OS Zone, alternative parking areas Proposed church size and view corridors Lighting generated from facility, cars and parking lots Impacts on Biological Resources Use of a church and gym in the RR Zone Impacts raised in the EIR which are not mitigable Concern with noise from a playing field Can a modified project be considered Discussion of paved parking and designated overflow parking JO/03/CAB25-3042wp5 (5/31/91-4) 10 8 8 8 ..
