PUBLIC HEARINGS CONTINUED (Continued from May 7, 1991 meeting.) A. CASE NUMBER: 89-078 MUP/TPM/EIR APPLICANT: North Coast Presbyterian Church LOCATION: Manchester Avenue between Boulevard and El Camino Real. Encinitas DESCRIPTION: Application for review of a Major Use Permit, Tentative Parcel Map and Environmental Review for a new church facility to include a sanctuary, recreation hall, administrative offices, Sunday School and two residential lots. site is 25.7 acres in the RR-2 Zone (.26 -.5 du/ac). ENVIRONMENTAL STATUS: EIR Certified at the Planning Commission meeting of February 28, 1991. (*Public Testimony Portion of this item has been closed.) Motion: Board Member Schafer - To approve the project with the two residential lots to be enhanced wi th a natural landscape treatment for a minimum of seven years prior to allowance for development of the lots as single family homes; Second: Board Member DuVivier for discussion. Turf block is required on the naturalized parking areas unless modified by the City Engineer. The map is approved as one (1) lot with an Open Space Easement over the designated areas shown on the map submitted by Boardmember Van Slyke (excluding the naturalized parking area next to Manchester Avenue). The Open Space over the access easement to the Kern property is contingent upon the issue of access easement relocation being accomplished.
