Staff has placed some items on consent due to the minor nature of the request. 8 There will be discussion only if an item is removed from the Consent Calendar. Items removed by a "Request to Speak" form submitted from the public will be handled immediately following adoption of the Consent Calendar. Items removed by a Community Advisory Board Member will be handled at the end of the agenda. A. CASE NUMBER: 91-128 DR APPLICANT: Barratt American LOCATION: Lone Jack Road and Lone Hill Lane DESCRIPTION: Design Review for facilities in a lot sales program to include a sales trailer, entry bridge, gatehouse, parking lot, grading, landscaping, and lighting. RR Zoning (.26-.5 DU/AC). (continued from the meeting of September 3, 1991) ENVIRONMENTAL STATUS: Exempt per CEQA Section 15303,e Motion: Board Member Post - To continue this item to the meeting of November 5,1991 and for the following issues to be addressed: Reducing the proposed lighting plan and considering the possible use of timers or sensors. The need for more detailed landscaping plans for pin pointing. The Bridge design and the use of natural Olivenhain rocks. The overall design of the sales trailer with earthtone stucco colors. The location of the monument sign and its design and height. Adequate access for a semi-truck to the O'Brian property to pass through the entrance area of the project. (its appropriateness) staff returning with the previous approvals of the project for review by the Board Members. Verification and approval of all property owners with access rights over Lone Hill Lane. CASE NUMBER: 91-139 TPM/EIA APPLICANT: Hodges LOCATION: 2896 Lone Jack Road DESCRIPTION:s Tentative Parcel Map proposed for 3 lots in the RR-2 Zone. 8 ENVIRONMENTAL STATUS: Recommended Negative Declaration (Negative Declaration approved for grading for one lot, on the site on November 14, 1990, Case No. 90-221 EIA) Motion: Board Member Schafer - To continue this item to the meeting of October 8, 1991 and for the following issues to be addressed: 8 Provide a drainage study that will address the existing major drainage problem across the subject property through the valley on site coming from the north. The concern is that this is where the two conceptual pad sites are shown. Provide a more detailed grading plan to show that pads can be accomplished to City standards, the percentage of slope of the driveways, that there won't be more than 10' of fill for either pad, and show that the grading would not impose unnecessarily on the steep slopes of the site. Provide comments from the applicant's soils engineer regarding the neighbor's concerns of unstable soils, especially whether building on the slopes on site will cause slipping for the houses to the north, and any comments on the drainage issue. Calculations of possible development encroachment into over 25% slopes need to be submitted for review. JO/04/CAB26-3085wp51 (10-4-91/5)7 8 8 . 10. Additionally, calculations on the average slope of the site is needed. with the above information submitted, the Board wanted to again review the design of the project for determination of whether thé three lots can be adequately accommodated on site. with the above information submitted, the Board wanted to again discuss whether the Initial study on the grading for the development of parcels 1 and 2 should be accomplished now, or should be attached as a condition of the lots for accomplishment when those lots are proposed for development. BUSINESS BOARD DISCUSSION ON COMMUNITY CHARACTER IN OLIVENHAIN AS IT RELATES TO PROPOSED DEVELOPMENT Key Comments of Discussion Board Member Perkins: Importance of character that's tied to Olivenhain and its native resources. . Use of natural colors in design that are like the surrounding natural landscape. Use of subtle things such as the position of homes for solar effects and walls for protection of wildlife at development sites. The misuse of architectural features that were originally for functional purposes. The need for designs that are honest. Board Member Post: Difficult to define the total character of Olivenhain. Feels that the ,Board is doing a good job by consensus for decisions on projects. JO/04/CAB26-3085wp51 (10-4-91/5)8 8 8 8 The Board is serving its purpose and approving nothing out of the ordinary. Cannot mandate a design and character on projects. Board Member DuVivier: Feels Board is not to decide design criteria projects. Feels that pole houses should not be discouraged. for 11.
