Exempt per CEQA Section 15301 Motion: Board Member Mazanec - To approve Resolution beginning on Page 6A-5 of the staff report with Condition 2(g) on Page 6A-16 utilized and the following additional amendments: (1) Extend fence to the western boundary. (2) Show internal access road to parking Area "c" on the site plan. (3) Signage to be reduced to 12 square feet and mounted on building wall. (4) Improvements listed on site plan to be completed prior to enrollment of 15 or more students, or within 5 months of approval; whichever occurs first. ENVIRONMENTAL STATUS: Recommended Negative Declaration Motion: Board Member Mazanec - To approve staff's Resolution with the following conditions: (1) Applicant shall submit topographic map with 2 foot contour lines with "net" acreage calculations to show project density is in conformance with the Municipal Code. (2) Applicant to submit landscape plan at time of grading plan submittal. Landscape plan shall show drought tolerant, indigenous plant species to be planted within the 25 foot buffer from the inland bluff edge. All other Municipal Code requirements related to inland bluff development shall be applicable. ENVIRONMENTAL STATUS: Negative Declaration certified on 4/25/89 (88-209 TM) Motion: Board Member Bode - To approve staff's Resolution with the following additional condition: Expand road width at the mail box location to allow room for an automobile to pullout of traffic. Review of City Council and Planning Commission Actions and Pending Agenda Items (Planner Report). Assistant Planner Olson reviewed past actions and up-coming agenda items of the City Council and Planning Commission. Board Member Mazanec directed staff to relay a memorandum to the City Manager and Planning Director of a list of concerns related to the Land Use Decision Making Process for inclusion in the discussion of the upcoming Joint Meeting Workshop.
