Review of Application No. 91-133, Final Parcel Map for a two- lot subdivision in the RR-2 zone. Applicant: James Statser. Location: E Street (Cole Ranch Road) between Lone Jack Road and El Camino del Norte. Environmental Status: Negative Declaration certified. STAFF RECOMMENDATION: Approve. Motion: Board Member Bode - To accept and adopt the consent calendar with the addition of Item G3, 91-128DR, placed on the consent calendar. Public Hearing for Application No. 91-128 DR, Design Review for facilities in a lot sales program to include a sales trailer, entry bridge gatehouse, parking lot, grading, landscaping, and lighting in the RR zone. Applicant: Barratt American. Location: Lone Jack Road and Lone Hill Lane. Environmental status: Exempt per CEQA, section l5303(e). Public Hearing for Application No. 91-198 TM/EIA, Tentative Map and Environmental Initial Assessment for an eleven lot single family residential subdivision for property located in the RR-2 Zoning District. Applicant: David Miller/Logan Engineering. Location: East side of Desert Rose Way approximately 400 feet from the intersection of 14th Street and "C" Street. Environmental Status: Mitigated Negative Declaration Recommended. STAFF RECOMMENDATION: Recommend approval to the Planning Commission. Motion: Board Member Bode - To recommend approval of 91-128 TM/EIA to the Planning Commission with the following revisions to the proposed map: 1. Provide a 5-foot parkway buffer between the vehicular travel lane and the 8-foot Recreational Trail on Desert Rose Way from the "lodge pole fence" to the project's northerly boundary. If a central mailbox "kiosk" is required, provide a turn-out along the private street (Valleyside Lane) to allow vehicles to move out of the travel lane when residents are retrieving their mail and submit a design plan for the kiosk. Second: Indicate on the cross-section for Desert Rose Way that it will become a public street and coordinate the street's design with the city Engineering Department. Board Member Kitnick 3. COMMUNITY ADVISORY BOARD/DIRECTOR REPORTS Information Items -- No discussion or action to be taken Assistant Planner Olson informed the CAB Members that the Hauswirth appeal was to be considered by the City Council on August 12,1992. Also, the Initial Consideration of an appeal of the Meyer Dog Obedience School (92-089 MIN) was considered by the Planning Commission on July 30, 1992 and will be placed on the Planning Commission agenda for a public hearing.
