Approval of Minutes: Regular Meeting of 8/4/92, Contact Person: Planning Technician Buscemi. STAFF RECOMMENDATION: Approve Minutes. 2. Review of Application No. 91-098 MIN, to determine if the authorized use as an agricultural roadside stand (flower stand) is consistent with conditions of approval. Applicant: Angel Nava. Location: Rancho Santa Fe Road between 10th and 11th Streets. Environmental Status: Exempt per Section 15301 of CEQA. STAFF RECOMMENDATION: conditions of permit. Find use consistent with 3. Consent Calendar Hearing for Application No. 91-042 TPM, Final Parcel for a three lot subdivision located in the RR-2 zone in Olivenhain. Applicant: Kenneth D. Smith. Location: 2920 Lone Jack Road. Environmental Status: Negative Declaration Adopted September 3, 1992. STAFF RECOMMENDATION: Approve. 5. Consent Calendar Hearing for Application No. 91-089 TPM, Final Parcel Map for a two lot subdivision. Applicant: Tom Mendenhall. Location: 845 Cole Ranch Road. REGULAR AGENDA Motion: Public Hearing for Application No. 92-034 X, Request for consideration of amending the City's Sphere of Influence, prezoning and annexation (reorganization) of four existing parcels of land (each in excess of two acres) into the boundary of the City of Encinitas. Applicant: Devon Geis/phillip Prather. Location: Fortuna Ranch Road between Bumann Road and Canyon de Oro. Environmental Status: Environmental Initial Assessment recommends a Mitigated Negative Declaration be adoptedt. CEQA Review Period: 9/25/92 to 10/16/92. STAFF RECOMMENDATION: Recommend approval to the Planning Commission and City Council. Board Member Bode - To continue this item off calendar to be re-noticed to allow time to present information on potential sewer line extensions and to work with the C/WP51/FILES/mmb/10/6/92olmin Cardiff Sanitation and City Engineering staff regarding potential sewer extension. The Board also raised concerns regarding safety of the property if percolation test holes are not backfilled. In addition, concerns were raised that discing of the property may direct storm runoff onto adjacent property. If approved, the Resolution shall include the Environmental Mitigation recommended by the project archaeologist. Public Hearing for Application No. 91-128 DR, Design Review for facilities in a lot sales program to include a sales trailer, entry bridge, parking lot, grading, landscaping, and lighting in the RR zone. Applicant: Barratt American. Location: Intersection of Lone Jack Road and Lone Hill Lane. Environmental status: Addendum to EIR prepared for this project request. STAPF RECOMMENDATIOH: Approve Application 91-128 DR. Motion: Board Member Van Slyke - To approve the revised plans as conditioned by the Resolution. COKHUNITY ADVISORY BOARD/DIRECTOR REPORTS Ms. Caroline Avalos and Mr. Brad Roth of the Riparian Parkways Task Force made a presentation to the Olivenhain Community Advisory Board regarding the Riparian Parkways Task Force Report.
