Mayor Wiegand called the meeting to order at 5:01 P.M.

There being a quorum present, the meeting was in order.
Mayor Wiegand informed the audience that the beach encroachment
issue would not be discussed at this meeting.
Review of PreliminarY Guidelines for Local Regulation of Shoreline
DeveloDment Setbacks and Shoreline Protective Structures.
Steve Sachs, representing SANDAG, stated the purpose of the
workshop was to receive public input on how shoreline development
should be regulated.
Mr. Sachs gave a slide presentation and presented Issues and
Options regarding local regulation of shoreline development
setbacks and protective structures.

Should mitigation of the impacts of shoreline protective structures
(seawalls and revetments) on the beach be required as proposed in
the Guidelines?

Public Comment:
Use preservation of primary structures as the
criteria for allowing protective structures to be
built, e.g. the regulatory approach proposed in the
guidelines which requires bluff top structures to be
"in danger" before a shoreline protective structure
is allowed
Use preservation of land as the criteria for
allowing protective structures to be built, e.g.
allow structures to be built as soon as requested
by the property owner
Use some alternative approach to public/private
balancing
Brother Anilananda and David Skelly, representing Self Realization
Fellowship, regarding Issue #2 presented by SANDAG, said they
favored SANDAG's option to initiate proactive city level planning
for seacliff protection.
David Ohlson asked the Council not to be in a hurry when deciding
upon shoreline protective structures.

Gordy Pease asked if safety hazards to swimmers
investigated when considering shoreline protection.
Wayne Holden said SANDAG's strategies outlined were an excellent
start and said the benefits outweighed the costs.

Paul Evleth pointed out through a slide presentation, several bluff
failures over the past years.
Council Member Omsted suggested a field trip by the Council to
Oceanside, Carlsbad, Solana Beach and Del Mar to look at their
shorelines.
Paul Denver said the government should allow property owners to
protect their bluff and property.
Dave Odell asked if water dripping from above the bluff would cause
bluff sluffing.
Mr. Sachs answered "yes" to Mr. Odell's question.
Richard Smith said asking the public to give up public beaches for
land owners to protect their property must be carefully evaluated.
Dennis Stubblefield asked what SANDAG's timetable for final action
regarding shoreline development was.
Mr. Sachs, in answer to Mr. Stubblefield's question, said the
Shoreline Erosion Committee would receive comments from various
workshops at their November, 1992, meeting for further timetable
discussion.
Sherilyn Sharb, Chief of Permits for the Coastal Commission, said
she supported the SANDAG comprehensive report.
Orrin Berwell asked if the California State Department of Beaches
could help with the current erosion problems.
Kip Horn suggested scraping sand off beaches where
plentiful to nourish beaches with no sand.
Adam Birnbaum suggested incorporating the EIR analysis into the
bluff master plan.

Wayne Holden said setbacks standards are unequal for existing
development.

Paul Denver asked what would happen along Pacific Coast Highway if
it was threatened by erosion.
Ms. Sarb, in answer to Mr. Denver's question, said the existing
development coastal act would allow protection of the Highway.
Brad Roth said the City of Solana Beach had a policy regarding
bluff issues and suggested the City of Encinitas look at that
policy.

Joachim Schwaerzli suggested artificial reefs be considered among
possible means of mitigating beach erosion.
Wayne Holden suggested sand bars and coral reefs be considered as
beach erosion control measures.
Brother Anilananda and David Skelly, representing Self Realization
Fellowship, regarding Issue #2 presented by SANDAG, said they
favored SANDAG's option to initiate proactive city level planning
for seacliff protection.
Barry Simons, representing Sea Coast Preservation, urged the
Council to establish a council/staff/citizen group to work on a
Local Bluff Plan.

Michael Gallagher said mitigation must be required to guarantee
public use of the beach and pro active planning must be initiated
by the City of Encinitas.
Paul Evleth, through a slide presentation, pointed out several
bluff failures over the past years.
Joan Woodland asked Council to find a way to protect the homes on
the bluff and make the beach areas suitable for all.
Dan Pertschuk said inventive approaches needed to be looked at
regarding beach erosion and suggested using the sand currently in
the lagoons.
Bob Beldon inquired whether the City might be liable for injuries
to the public on a beach during a bluff failure.
Craig Highler, a landscape contractor specializing in preventing
erosion, said the upper bluff landscaping was not correct.
Brooks Gifford asked if would be possible to use the sand from the
Batiquitos Lagoon.
Robert Frickman asked if depositing sand on the beach would
eliminate the need for sea walls.
Mr. Sachs, in answer to Mr. Frickman's question, said Encinitas
would probably have a combination of sand and protective
structures.
LuAnne Knots said lack of sand on beaches is a world wide problem
and the State of California should be involved in seeking solutions
to the problem.
Leon Nickerson suggested developing a method to move the sand south
to Encinitas from Oceanside.
Frank sutton suggested that the Coastal Commission should change
their regulations regarding protective measures.
Mary Holzinger asked about sand mining and suggested using sand
from Miramar.
Terry Jay said riprap was a temporary solution to the erosion
problems.
