inches for a portion of a proposed single family
residence to be located at 3226 Brookside Lane.

DR. Environmental status: This project is exempt from
environmental review pursuant to Section 15303 (a) of
CEQA since a single family residence is proposed on
property within an urbanized area and zoned for such use.
Contact Planner: Craig Olson. .
STAFF RECOMMENDATION: Determine if the required
findings for approval of the application request
can be made by the Board. If so, adopt the
Resolution of Approval with the conditions as
recommended by staff, or as may be amended by the
Board.
Motion: Board Member Bode - To make the Findinqs
as presented by staff adopting the Resolution of
Approval with the conditions presented. Staff to
assure that the Recreation Trail dedication exists
over the northerly portion of the property within
the sewer easement.

Tentative Parcel Map 'request to subdivide a 3. 70 acre
parcel (3.02 net acres) into four Single Family
Residential Parcels and one Remainder Parcel ranging in
size from 0.50 net acres to 0.92 net acres for property
located in the RR-2 Zoning District on the east side of
Cole Ranch Road, south of Calle Santa Cruz. Applicant:
Frederick Reva / Logan Engineering. Case No. 94-097 TPM.
Environmental status: This project is exempt from
environmental review pursuant to Section 15315 of CEQA
since the project proposes four residential parcels, is
located within an area designated for residential
development by the General Plan and has an average slope
of less than 20%. Contact Planner: Craig Olson. .
STAFF RECOMMENDATION: Determine if Findings for
project approval can be made by the Board and, if
so, adopt the Resolution of Approval wi th
condi tions as presented by staff or as may be
amended by the Board.
Motion: Board Member Van Slyke - To continue the
application request to the meeting of October 4,
1994 to allow time for the City Council to address
the request for vacation of the northerly portion
of Cole Ranch Road. The followinq recommendations
of the Board are to be forwarded to the City
Council for their consideration:
1. The Olivenhain CAB supports the vacation of
the northerly portion of Cole Ranch Road. However,
the design of the proposed cul-de-sac should be
reviewed and redesigned as a "knuckle" turn to the
east, if an adequate cul-de-sac exists at the
eastern end of the street for fire and emerqency
response vehicles.
2. The length of the proposed private access
roadway should be reduced by approximately 30 feet
on its southerly side as shown on the Tentative Map
application. The private access roadway should be
designed as a "knuckle" turn to the west. This
would permit future access to the Remainder Parcel
shown on the proposed Tentative Parcel Map and to
the four parcel property to the west.
3. with the recommended roadway designs described
in 1 and 2 above, an opportunity would be created
to design a Recreation Trail between Calle Santa
Cruz and the knuckle turn to the east on Cole Ranch
Road. The trail easement could be enlarqed between
the two roadways to accommodate an enhanced
landscaped area with the potential for benches and
a rest stop. The maintenance of such an area could
be assigned within the Private Road Maintenance
Agreement for the private street needed to access
the Remainder Parcel and property to the west.
