Meetina Format and Issues Identified by the Board Proposed Commuter Rail/Bus Transfer Station site 9:00 - 10:30 A.M. The special meeting was opened with an informal presentation of the project given by the City staff and project proponents at the proposed site. This was followed by a discussion of the various elements of the 8 project by the Community Advisory Board members, staff and the public. The meeting was recessed at 10:30 and reconvened in the City Council Chambers at 11:00 a.m. MN/02/CAB22-3004wp5 (3-21-91/6) city Council Chambers 8 11:00 - 11:15 A.M. Public viewing of posted plans 11:05 - 11:30 A.M. A video tape showing existing North County Transit District bus facilities was viewed. 11:30 - 12:30 P.M. Formal presentations by City staff person senior planner Craig Jones, County Public Works project manager steve Ron, and project architect C. W. Kim were given to the Board. 12:30 - 1:30 P.M. Public testimony from 15 citizens representing Downtown Encinitas Merchants Association, Specific Plan Area Committee, Hacienda De La Playas Condominium Association, and other community interests. The public testimony focused on five major issues. 1:45 - 3:45 P.M. Board discussion and CAB action. The issues that were discussed can be summarized as follows: 1. Traffic Issues - A traffic study shall be performed to address 8 expected traffic generation and impacts to the Encinitas Highlands neighborhood, particularly on D street and Requeza street. The Board suggested that a site specific EIR be performed which would also look at impacts from bus traffic on Vulcan Avenue. 2. Bus Transfer Station - What impacts will this transfer station have on Vulcan Avenue and side streets since the small site will require buses to be turning around on D and E streets. The necessity for the transfer station at the location has not been documented in the EIR. 3. Safety - Several issues regarding safety need to be addressed including: pedestrian and bicycle traffic along Vulcan, D, and E Streets; impacts from 8 addi tional trains per day through Encinitas; safety solution for pedestrian access points crossing the railroad tracks; and the Bus transfer facility, and restroom security solutions. 4. Community Character - The Board recommended that DEMA and SPArC representatives meet with the design team to revise plans for restroom/cloCk tower proposal. Designs of rail stations should relate to First street, especially along D Street, rather that focus on Vulcan Avenue. Also, landscape plans should be revised to include drought tolerant shrubs and 8 groundcover, and number of street trees should be doubled. 5. Dissociate Bus Transfer Station from Commuter Rail Station - The focused EIR should look at alternative sites for the Bus MN/02/CAB22-3004wp5 (3-21-91/6) Transfer station. This would permit the commuter rail station 8 to proceed without the bus transfer station. Motion: Board Member Tobias - To continue to the March 28, 1991 meeting of the Old Encinitas CAB to allow time for staff to determine how the five issues outlined above are to be addressed: Second: Board Member cartwright Vote: Ayes - Tobias, steyaert, Cartwright, Cowen Nays - None Absent - Lewis Abstain - None 6.
