July 22, 1993 as presented.

1. Case No.: 93-097 DR/V, Design Review and Variance for a proposed
2,000 sq ft office building with 1,280 sq ft residential unit to
replace fire damaged structure. A variance is requested to exceed
lot coverage, landscape coverage and other related commercial
development standards. Applicant: Kitty Meshke. Location: 681
Second Street. Environmental Status: Exempt per section 15303 of
CEQA. Contact Planner: Matt Newman
Staff Recommendation: Receive public testimony and direct staff as
to further action.
Motion: Board Member Comeau - To approve Case No. 93-097 DR/V in
accordance with the findings and conditions presented in
the draft resolution, with the qualification that
language be added to variance findings stipulating that
the proj ect was constructed legally under previous County
zoning regulations which did not contain lot coverage
limitations and that the present 30% lot coverage
limitation is under review and may be modified for the
downtown area in conjunction with the Downtown Encinitas
specific Plan currently undergoing hearings by the City.

2. CASE NUMBER: 93-140 DR/V
APPLICANT: Schubert
LOCATION: 476-490 First st.
DESCRIPTION: Variance to exceed allowable lot coverage in
conjunction with a restroom addition to an existing
restaurant, and design review for a proposed
trellis and awning to be added to an existing
flower shop.

ENVIRONMENTAL
STATUS: Exempt per section 15301(e) of CEQA
Motion: Board Member Elliott - To continue Case No. 93-140 DR/V
to the September 23, 1993 meeting of the Old Encinitas
CAB to allow the applicant to revise the project plans to
accurately reflect the intended modifications to the
buildings, and to explore methods of providing more
design consistency among buildings.
