1. Approval of Minutes: Regular Meeting of March 18, 1993
STAFF RECOMMENDATION: Approve Consent Calendar.
Motion: Board Member Birnbaum - To accept and adopt the Consent
Calendar with no revisions.

F. ORAL COMMUNICATIONS (15 MINUTES)
Oral comments (maximum of three minutes per person) will be heard from
people who submit a white speaker's slip to staff. The law precludes
the Board from discussing or taking action upon such non-agenda items.
They will be referred to the Planning Staff.

G. REGULAR AGENDA
1. Public Hearing for Application No. 93-041 MUP, Major Use
Permit for a 415 square foot expansion to an existing kennel
facility. Applicant: The Animal Keeper. Location: 155
Saxony Road. Environmental Status: Exempt per Section 15301
8 (e) of CEQA. Contact Planner: Matthew Newman.
STAFF RECOMMENDATION: Receive testimony and recommend
approval of the project as submitted or modified to the
Planning Commission.
Motion: Board Member Lewis - To recommend to Planning Commission
approval of Case No. 93-041 MUP with the condition that
the proposed interior-lit monument sign be consistent in
design and color, including a slump-block base, with the
sign at another "Animal Keeper" location as evidenced in
the photograph reviewed by the CAB, that it not exceed 6
ft in height, and that it not exceed more than 50 sq ft
in area.

2. Public Hearing for Application No. 93-046 MUP, Major Use
Permit for a Church in an existing Business Park. Applicant:
Calvary Chapel Coastlands. Location: 511 Encinitas
8 Boulevard, Suite 105. Environmental Status: Exempt per

8 Section 15301 (e) of CEQA. Contact Planner: Matthew Newman.
STAFF RECOMMENDATION: Receive testimony and recommend
approval of the project as submitted or modified to the
Planning Commission.
Motion: Board Member Birnbaum - To recommend to Planning
Commission approval of Case No. 93-046 MUP with the
condition that the proposed interior-lit can sign to be
placed on top of the entrance monument sign be the color
green to match the existing sign, and that the color of
the "Prudential" sign be changed to match the green
background with white lettering (should the city have the
ability to require a change).
