1992-10-07 MINUTES OF CITY OF ENCINITAS, JOINT SPECIAL WORKSHOP, CITY COUNCIL, PLANNING COMMISSION, COMMUNITY ADVISORY BOARDS, BEACH RESTORATION TASK FORCE, OCTOBER 7,1992, Z.oo P.M. 535 ENCINITAS BOULEVARD, SUITE 100 ALL Mayor Wiegand called the workshop to order at 7:00 P.M. and noted this would be an information meeting only. Present: Mayor Maura Wiegand, Council Member Anne Omsted. Also City Manager Shafer, Assistant City Manager Benson, City Present: Clerk Pool, Community Development Director Murphy, City Engineer Holt, Senior Office Specialist Greene, Melissa Allen, Leucadia CAB, Shelia Cameron, Leucadia CAB, Lars Fahlberg, Leucadia CAB, Lee Rotsheck, Planning Commission, Tom Black, Beach Restoration Task Force, David Ohlson, Beach Restoration Task Force, David Skelly, Beach Restoration Task Force and Barry Simons, Beach Restoration Task Force. PLEDGE Mayor wiegand informed the audience that the beach encroachment issue would not be discussed at this meeting. Review of Preliminary Guidelines for Local Requlation of Shoreline Development Setbacks and Shoreline Protective Structures. Steve Sachs, representing SANDAG, stated the purpose of the workshop was to receive public input on how shoreline development should be regulated. Mr. Sachs gave a slide presentation and presented Issues and Options regarding local regulation of shoreline development setbacks and protective structures. Issue #1 Should mitigation of the impacts of shoreline protective structures (seawalls and revetments) on the beach be required as proposed in the Guidelines? 10/07/92 Jt. Sp. Wkshp. Options: a) Require mitigation through "sandbanking" (payment into a fund to be used for beach building) b) Do not require mitigation of impacts on the beach c) Require some alternative mitigation Issue :#2 Should cities initiate planning to proactively deal with the issue of seacliff protection in their jurisdictions, rather than on a case by case basis? Options: a) Initiate proactive city level planning for seacliff protection b) Make case by case decisions Issue :#3 How should private bluff top property preservation and public use and enjoyment of the shoreline be balanced in regulating shoreline protective structures and new bluff top development? options: a) Use preservation of primary structures as the criteria for allowing protective structures to be built, e.g. the regulatory approach proposed in the guidelines which requires bluff top structures to be "in danger" before a shoreline protective structure is allowed b) Use preservation of land as the criteria for allowing protective structures to be built, e.g. allow structures to be built as soon as requested by the property owner c) Use some alternative approach to public/private balancing Public Comment: Joachim Schwaerzli suggested artificial reefs be considered among possible means of mitigating beach erosion. Wayne Holden suggested sand bars and coral reefs be considered as beach erosion control measures. Brother Anilananda and David Skelly, representing Self Realization Fellowship, regarding Issue #2 presented by SANDAG, said they favored SANDAG's option to initiate proactive city level planning for seacliff protection. Barry Simons, representing Sea Coast Preservation, urged the Council to establish a council/staff/citizen group to work on a Local Bluff Plan. 10/07/92 Jt. Sp. Wkshp. Michael Gallagher said mitigation must be required to guarantee public use of the beach and pro active planning must be initiated by the City of Encinitas. Paul Evleth, through a slide presentation, pointed out several bluff failures over the past years. Joan Woodland asked Council to find a way to protect the homes on the bluff and make the beach areas suitable for all. Dan Pertschuk said inventive approaches needed to be looked at regarding beach erosion and suggested using the sand currently in the lagoons. Bob Beldon inquired whether the City might be liable for injuries to the public on a beach during a bluff failure. Craig Highler, a landscape contractor specializing in preventing erosion, said the upper bluff landscaping was not correct. Brooks Gifford asked if would be possible to use the sand from the Batiquitos Lagoon. Robert Frickman asked if depositing sand on the beach would eliminate the need for sea walls. Mr. Sachs, in answer to Mr. Frickman's question, said Encinitas would probably have a combination of sand and protective structures. LuAnne Knots said lack of sand on beaches is a world wide problem and the state of California should be involved in seeking solutions to the problem. Leon Nickerson suggested developing a method to move the sand south to Encinitas from Oceanside. Frank Sutton suggested that the Coastal Commission should change their regulations regarding protective measures. Mary Holzinger asked about sand mining and suggested using sand from Miramar.
