B. PLEDGE OF ALLEGIANCE
Board Member Birnbaum led the Board in the Pledge of Allegiance.
C. REGULAR AGENDA
1. Public Hearing for Application No. 91-039 DR, Design Review
Application to construct a multi-modal transit station in the
railroad right-of-way in the Downtown Old Encinitas area.
Applicant: North County Transit District. Location: West
side of Vulcan Avenue between Encinitas Boulevard and E
Street. Environmental Status: EIR certified by NCTD lead
agency; City acting as responsible agency. Contact Planner:
Craig Jones.
STAFF RECOMMENDATION: Consider recommendation of
approval to Planning commission and city council.

Motion: Board Kember Birnbaum - To recommend denial of Case No.
91-039 DR to the Planning Commission and City Council
based on specified modifications to the findings made for
Old Encinitas CAB Resolution No. OE 92-08. :In addition,
the Board suggested further analysis of transit station
security, alternative bus types (natural gas) , minimizing
traffic on D street by re-routing southbound bus traffic
from Encini tas Boulevard to Vulcan Avenue rather than
traveling on D street, providing pedestrian access to
Seaside Bazaar, and a guarantee that bus service not be
implemented until commuter rail is implemented.
