These items are grouped together to allow time for other items on the regular agenda. CLOSING AND ADOPTION OF THE CONSENT CALENDAR 1. Approval of Minutes: Regular Meeting of July 23, 1992 2. Public Hearing for Application No. 92-117 MIN for a Horticultural Service business which includes the temporary outdoor storage, maintenance and occasional sale of trees on an existing vacant lot in the GC zone. Applicant: Matthew Menke. Location: 310 Marcheta. Environmental Status: Exempt per section 15301 of CEQA. Contact Planner: Matt Newman 3. Public Hearing for Application No. 92-119 MIN for a proposed 7,200 sq ftgreenhouse for an existing flower production and wholesale business in the R-3 zone. Applicant: Tayama Greenhouse, Inc. Location: 710 Requeza street. Environmental Status: Exempt per section 15303 of CEQA. Contact Planner: Marianne Buscemi. STAFF RECOMMENDATION: Approve Consent Calendar. Item G6, Case No. 92-070 HUP is moved to the Consent Calendar for recommendation of approval to Planning Commission. Continued Public Hearing for Application No. 91-212 TM/EIA/V, Tentative Parcel Map and Environmental Review for a proposed 40-lot subdivision of an existing 12.6 gross acre parcel in the R-5 zone presently containing greenhouses. In addition, a variance is requested to enable structures on two cul-de-sac lots to encroach into the required front yard setback. Applicant: Beck Properties. Location: 209 Saxony Road. Environmental Status: Negative Declaration pending. Contact Planner: Tom Curriden STAFF RECOKKENDATION: Direct staff as to further action. Motion: Board Kember Birnbaum - '1'0 recommend to Planning commission denial of Case No. 91-212 '1'PK/EIA/V and to direct staff to return with a draft resolution of denial at the september 17, 1992 meeting of the Old Encinitas CAB based upon (1) view impacts to and inadequate buffe~inq from the adjacent Quail Gardens property, (2) lack of consistency with section 24.01.020 of the Municipal Code, and (3) lack of consistency with various General Plan goals and policies dealing with protection of public resources. EI Portal Street side yard and alley rear yard setbacks for 2 proposed one-car attached garages with 2nd story roof-decks. Also variance for existing single family residence with proposed garage to exceed the allowable 40% lot coverage. Applicant: Casey Nelson. Location: 465 Neptune Avenue. Environmental Status: Exempt per Section 15301 (e) of CEQA. Contact Planner: Matt Newman. STAFF RECOKKENDATION: Adopt the draft resolution approving Case No. 92-087 V. STAFF RECOKHENDATION: Recommend approval of Case No. 92-070 KUP to Planning Commission. Note: Item G6, Case No. 92-070 KUP was moved to the Consent Calendar and approval was subsequently recommended to Planning Commission. 7. Public Hearing for Application No. 92-095 V, Variance to allow a 3rd residential identification monument sign fronting on Encinitas Boulevard (two are permitted). In addition, variance to allow signs to exceed allowable 6 ft height and maximum 16 sq ft. Applicant: The Cape Apartments/Patricia Simmons. Location: 120 Via Cantebria.
