SPECIAL PRESENTATIONS/ANNOUNCEMENTS Staff member Curriden announced that two items reviewed by the Old Encinitas CAB on February 25, 1991, have been appealed to the Planning Commission (Case NOS. 91-225 ADP and 91-070 TPM/MIN IV) . 4. ORAL COMMUNICATIONS NONE 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of Minutes from meeting of: February 25, 1992. B. Approval of Resolution No. OE92-05, Case No. 91-225 ADP (Robert Richard - Century 21). CASE NUMBER: 92-004 DR - CAB II APPLICANT: Gerald Mendelson LOCATION: 226 Third street DESCRIPTION: Design Review for a proposed duplex ENVIRONMENTAL STATUS: Exempt per section 15303 of CEQA Motion: Board Member Steyaert - To approve Case No. 92-004 DR with staff recommendation and the additional landscape conditions: 1. The proposed 15 gallon Western Redwood shall not exceed 10 feet tall. 2. The two Hollywood Juniper trees in the side yards (easterly tree in the north side yard and westerly tree in the south side yard) shall be replaced in the same location with two 15-gallon Melalluca or other canopy trees that do not grow taller than the height of the building. 3. The proposed Indian Hawthorn shrubs in the front yard shall be continued along the front portion of the building between the driveway and sidewalk. Modify site/landscape plan to incorporate planters along side property lines in the northeast and southwest corners of the property. MN/02/PN5-610wp51 (4-7-92/3) 2. Modify design to break up the mass of the building, with possible recesses or reductions in second floor envelope. 3. Augment landscape plan per staff report recommendations to increase density of shrubs and provide vertical elements in side yard areas. 4. Enhance landscape plan to show elevation depicting plant materials at a 3 year level of maturity. 5. Identify proposed fence materials clearly. 6. Erect story poles on site to represent the east and west termini of the top ridge line of roof for the Board's review prior to Friday, April 10, 1992. Information on proposed changes in the City's Land Use Decision Making Progress. 10. BUSINESS A. Election of CAB Chair, Vice-Chair, Arbitration Committee member and Arbitration Committee Alternate.
