used car sales facility.

STATUS: Exempt per section 15315 of CEQA
Motion: Board Member Tobias - To recommend approval to
Planning commission of Case No. 90-066 MUP with staff
recommendations and the additional conditions:
1. Only vehicles to be sold on the property may be serviced
within the sales/garage area. Such servicing shall be
limited to washing, auto detailing and similar minor
repair work required for dealer safety certifications
activities. No body work, storage of flammable liquids,
. painting or installation of a spray booth shall be
permitted without prior approval by the Encinitas Fire
Department and the Community Development
Department/Community Advisory Board. All permitted

. service activities shall be conducted within the interior
of the structure.
2. A retractable fence or gate of a non-chain-link
construction of a maximum 3 ft. height may be placed in
either or both project driveways after business hours.
3. A 6 inch high raised curb shall be indicated on building
plans along the westerly boundary of the display area to
the west of the building to the satisfaction of the
Community Development Department prior to permit
lssuance.

to the December 13, 1990 meeting of the Old Encinitas
Community Advisory Board to allow time for the applicant to
address the following issues:
1. Consider all DEMA and community Development Staff person
Alcina Crull I s design suggestions and incorporate as many
recommendations as feasible;
2. Request a clarification regarding First Street sidewalk
improvement requirements from the Public Works
Department;
3. Provide additional trees further south on First Street.

DESCRIPTION: six phase master plan expansion of hospital
campus to include additional hospital and
medical office space, parking facilities,
landscaping, and other site improvements.
ENVIRONMENTAL
STATUS: Proposed negative declaration pending
Motion: Board Member Tobias - To continue Case No. 90-071
MUPjEIA to the December 13, 1990 meeting of the Old Encinitas
Community Advisory Board to allow time for the applicant to
address the following issues:
1. Provide clarification as to what the traffic distribution
. to Melba will be and clarify and explore circulation
modifications to minimize traffic generation on
Devonshire.

2. Provide more detail as to the landscaping proposed with
. Phase I, including showing sizes of all landscaping and
massing of shrubs. Isolated turf areas should be
avoided.
3. Explore alternative siting for the parking structure at
the north end of the site to minimize visual impact to
residential areas to the west.
4. Explore alternative ways to create a sense of depth for
the windows of the new office building proposed with
Phase 1.
5. Provide additional setbacks and buffering for the
hospital addition in Phase 2 along Santa Fe to mitigate
perceived mass and be closer to pedestrian scale.
