DESCRIPTION: Major Use Permit from an 18-lot Planned
Residential Development of Single Family
Detached Homes.
ENVIRONMENTAL
STATUS: Negative Declaration Pending
certification.
Motion: Board Member Rotsheck - To recommend approval to
Planning commission of Case No. 89-272 TM/EIA and 90-119 MUP
with staff recommendations and the additional conditions:
1. A concrete rolled curb and sidewalk shall be incorporated
in the building plans a minimum 36" wide with a level
walking surface at least 2 ft. wide along the westerly
boundary of the panhandle portion of the lot to be
verified by the Community Development Department prior
to permit issuance.
2. A 120 volt lighting fixture shall be incorporated in the
. building plans within the planter area to the east and
north of the roadway within the panhandle portion of the
lot, roughly across from the north west corner of the
center landscape island within that panhandle, to be
verified and found satisfactory by the Community
Development Department prior to permit issuance.
3. The quantity of trees along the northeast boundary of the
site north of the panhandle portion shall be doubled and
have interspersed a faster-growing species of tree (such
as Eucalyptus), to be shown on building plans and
verified and found satisfactory by the Community
Development Department prior to permit issuance.

. DESCRIPTION: Major Use Permit for "Encinitas Car store"
used car sales facility.
ENVIRONMENTAL
STATUS: Exempt per section 15315 of CEQA.
Motion: Board Member Tobias - To continue Case No. 90-066
MUP to the November 29, 1990 meeting of the Old Encinitas CAB
to allow time for the applicant to address the following
issues:
1. Revise site plan to indicate a driveway access through
to First street and a curb, gutter, sidewalk and parkway
within the public right-of-way along First street. The
parkway shall be at least 2 feet wide and planted with
low lying shrubbery to serve as a barrier between the
auto display area and the public sidewalk.
2. Plant 1 tree a minimum of 15 gallon size within the First
street parkway in front of the car display area.
3. Plant 2 more trees a minimum of 15 gallon size in the
southerly planting area fronting on Encinitas Blvd.
4. Clarify drainage issues with the Public Works Department.
5. Change the site address from a First street address to
. an address fronting on Encinitas Blvd.

. 10. BUSINESS
A. Discussion of CAB holiday schedule.
The Board unanimously agreed to schedule only one
December CAB meeting to be held on December 13, 1990.
B. Discussion of Commuter Rail station.
The board discussed the Commuter Rail station schedule
to determine when Board Members would likely have the
opportunity to review possible station designs.

the next regularly scheduled meeting of this
community Advisory Board to be held November 29,
1990.
