condition that the applicant revise the landscape plans

DESCRIPTION: Variance to allow an addition to an
existing single family dwelling to
encroach within the required side yard
setback.
ENVIRONMENTAL
STATUS: Exempt per section 15305(b) of CEQA.
Motion: Board Member Birnbaum - To approve Case No. 90-069V
(Peterson) with staff recommendations and the additional
condition that the maximum height of the proposed addition
shall not exceed 23 ft. in height above the lower of the
existing proposed grade as measured pursuant to the Encinitas
Municipal Code.

APPLICANT: Shell oil Company
LOCATION: 510 Santa Fe Drive
DESCRIPTION: Proposed car wash and gasoline sales
facility on site of existing service
station (to be removed), with signs,
landscaping, and other site improvements.
Motion: Board Member Tobias - To continue Case No. 89-
228 MUP/EIA (Shell Oil) to the July 12, 1990 meeting of
the Old Encinitas Community Advisory Board. The
applicant shall address the following issues at the
Community Advisory Board II Hearing:
A. Revise the landscape plans:
8 1. Replace the proposed grass landscaping along
Santa Fe Drive and Regal Road with a drought
tolerant species of ground cover.

2. Provide additional trees selected from the City
Master planting list along Santa Fe Drive and
8 Regal Road.
3. Widen the proposed planter along the easterly
edge of the site and provide additional trees
selected from the City master planting list in
that planter.
B. Revise basic building design to provide additional
relief with the use of "pop-out" architectural
features and accent colors.
C. Discuss the feasibility of placing a traffic median
along the center of Santa Fe Drive which would
prohibit left hand turns into the gas station from
Santa Fe. This could possibly allow a two-way
entrance/exit to the station from Santa Fe Drive.

8 APPLICANT: st. Johns Church
LOCATION: 1010 Encinitas Boulevard
DESCRIPTION: Major Use Permit amendment to allow
temporary school facilities in portable
trailers and Phase 3 improvements (pads
for parking lot, school, play yards)
ENVIRONMENTAL
STATUS: Consistent with previously certified
Negative Declaration
Motion: Board Member Birnbaum - To recommend to Planning
Commission approval of Case No. 90-089 MUP/MOD with staff
recommendations and the additional conditions:
A. Landscaping is approved as shown on the landscape plan
dated received June 4,1990 and signed as approved by the
Planning Commission on July 24, 1990, with the following
modifications:
a. A minimum of 3 Sycamore trees shall be added in the
landscaped area immediately south of Encinitas
Boulevard and east of Sweet Alice Lane to tie in
8 with the Sycamore approved through this application
for the westerly portion of the site.

b. The density of shrub plantings shall be twice the
amount indicated in the approved plan referenced
above within the landscape planter areas fronting
8 Encinitas Boulevard west of Sweet Alice Lane and
along the southerly boundary of the site.
c. All trees shall be of a minimum 15 gallon size and
all shrubs of a 5 gallon size, with the exception
that the shrubs along the westerly boundary of the
portion of the site west of Sweet Alice Lane may be
of a minimum 1 gallon size.
Plans reflecting these modifications shall be submitted
and found satisfactory prior to permit issuance by the
Community Development Department.

A. Discussion of possible future capital improvements
projects in Old Encinitas.
NOTE: Board unanimously agreed to continue Item lOA off
calendar.
B. Board Member Birnbaum submits a letter to the Board that
requests a clarification of future plans for possible
extension of Santa Fe Drive to Highway 101.
C. Board directs staff to Agendize discussion of Case No.
90-079 ZOA for the June 28, 1990 meeting of the Old
Encinitas Community Advisory Board.
D. Board directs staff to report Commuter Rail station
Project on the June 28,1990 meeting of the Old Encinitas
Community Advisory Board.

11. ADJOURNMENT
8 Meeting to be adjourned to the next regularly scheduled
meeting to be held June 28, 1990.

the hearing body by filing the appeal within fifteen (15) calendar
days after the hearing through the Office of the City Clerk, City
