DESCRIPTION: Variance and Design Review to allow off-
site, illuminated freestanding monument
signs and sign program.
ENVIRONMENTAL
STATUS: Exempt per section 15305 of CEQA.
Motion: Board Member Steyaert - To approve 90-036 V/DR with
staff recommendations and the additional following condition
that the applicant return to a CAB II Hearing on May 31st with
an improved landscape plan. This landscape plan shall
include:
1. Drought tolerant landscaping within a 15 foot radius from
the monument sign;
2. Two 15 gallon trees to frame the sign;
8 3. Several shrubs of which 1/2 shall be of 1 gallon size and
the other 1/2 of 5 gallon size;
4. A provision for irrigation.

STATUS: Exempt per section 15303(a) of CEQA
Motion: Board Member steyaert - To continue Case Nos. 89-040
8 DR and 89-041 DR (BFA Architects) to a CAB II Hearing on
June 14, 1990, to allow time for the Public Works Department
to determine the feasibility of taking auto access from the
alley. The applicant shall return with revised plans which
address the following concerns:

8 1. Provide access to the homes off the alley if feasible and
recommended by Public Works. If not feasible, redesign
the garages facing Neptune Avenue to reduce their visual
impact.
2. Improve the landscape plan by including additional trees
and shrubs in the side yards and the street parkway.
3. Redesign the north and south elevations and include more
design articulation.
4. Improve the "simple design" of the 2nd story facade which
faces the street.

ENVIRONMENTAL
STATUS: Negative Declaration certified.
Motion: Board Member Birnbaum - To continue Case No. 90-077DR
(McColl) to a CAB II Hearing on June 14, 1990. The applicant
shall return with revised plans which address the following
concerns:
1. Move house on Parcel #1 northeasterly 5 feet or whatever
distance is feasible.
2. Specify the location of the sewer line to which the 3
homes will be connected.
3. Provide additional eucalyptus trees on the east side of
the project to provide a buffer from the freeway.
4. Provide additional landscaping west of Parcel #1 and
along the south side of Parcel #3 to screen the project
8 from existing homes.
5. Explore the possibility of using glass block in place of
standard windows in the northwest side of the home to be
built on Parcel #1.
