PUBLIC HEARINGS A. CASE NUMBER: 90-023 V APPLICANT: Anderson LOCATION: 1004 Nardo DESCRIPTION: Variance to allow a 6' wall in the street side yard setback of an existing single family residence. ENVIRONMENTAL STATUS: Exempt per section 15305 of CEQA. Motion: Board Member Birnbaum - To approve Case No. 90-023V Anderson with staff recommendation and the added conditions: A. The existing 6 ft. wood fence along the south property line shall be relocated from the public right-of-way to the property line at a point flush with the approved 6 ft. stucco wall. B. Prior to permit issuance, the applicant shall demonstrate qualification for waiver of the applicable IOD requirement along Melba and Nardo 8 Road to the satisfaction of the Public Works Department and shall receive such a waiver. C. Bougainvillea shrubs of a minimum 5 gallon size shall be installed at a maximum 5 ft. on center along the face of the approved wall, fronting Melba. Building plans shall indicate such landscaping, as well as a permanent irrigation system, to be found satisfactory by the Community Development Department prior to permit issuance. D. Building plans shall indicate addition of a brick or tile cap running along the top of the approved wall, to be found satisfactory by the Community Development Department prior to permit issuance. E. Building plans shall indicate relocation of the existing wooden fence along the north property line inward to a point at the property line flush with the approved stucco wall, or obtain an encroachment permit for the same fence from the Public Works Department, to be verified by the Community Development Department prior to permit issuance. DESCRIPTION: Four lot subdivision of existing 2.75 acre parcel. ENVIRONMENTAL STATUS: Exempt per section 15315 of CEQA. Motion: Board Member Tobias - To continue Case No. 89-034 TPM to April 12 in order to allow time for applicant to revise plans which address the Board's concerns. Minutes of March 15, 1990 8 B. Resolution No. OE90-03, Case No. 90-020 MIN - Clark. Motion: Board Member Tobias - To approve Item A, March 15, 1990 minutes with the following revisions: Item No. 7C Motion should read: "Board Member Birnbaum to approve Case No. 89- 287 TPM TRACER with staff recommendations." and Item B - to revise Resolution No. OE90-03 to include the condition that a concrete pathway be constructed along side yard that will be paved with "grasscrete" and that the condition for required fire sprinklers be resolved. COMMUNITY ADVISORY BOARD/PLANNER REPORTS Informational Items - No action to be taken. A. Discussion of Growth Management Implementation Program. 8 Board Member Tobias submits a letter directed to City Council regarding concerns about the draft GMIP.
