2. APPOINTMENT OF TEMPORARY CHAIR
Communi ty Advisory Board unanimously appoints steyaert as
temporary chair.

DESCRIPTION: Landscape plan for previously approved
8 duplex project.
ENVIRONMENTAL
STATUS: Exempt under Section 15303 of CEQA.
Motion: Board Member steyaert - To approve Case No. 89-
250 DR proposed with staff recommendations with the
additional condition that the two Queen Palms at the
southeast corner of the property be replaced with either
one 48" box or two 36" box Torrey Pines.

STATUS: Environmental review pending.
Motion: Board Member steyaert - To continue Case No. 89-
135 TM/EIA and 89-136 DR to a Community Advisory Board
II Hearing on March 15, 1990. Applicant to address the
following community Advisory Board recommendations in the
revised plans.
1. The desirability of adding the number and size of
landscape elements to offset the massing of the
homes and their proximity to each other. Addition
of trees of vertical form, preferably using
clustering, was offered as an idea.
2. Addition of trees, preferably of a canopy type,
along the rear (west) property line to help buffer
the properties from noise along the I-5 corridor.
However, such trees should not be of a species which
will grow to obstruct views from the second floor
of the homes.
3. substituting shrubs for the use of lawn in the
8 parkway area to soften the appearance of the
perimeter wall and conserve water.
4. Softening the appearance of the large expanse of
paved area through use of textured concrete
elements, using different colored concrete for
driveway areas, etc.
5. providing further detail as to the elevations facing
Regal Road for review by the Board.
