CASE NUMBER: 89-249 V APPLICANT: Pacific Scene LOCATION: Half-block bounded by Melrose, LaVeta and Marcheta, plus portion of block bounded by Melrose, Marcheta and north of alley running southward from Marcheta. 8 DESCRIPTION: Variance for 22 proposed single family dwellings to encroach within required front and exterior side yard setbacks and for two of those homes to exceed the lot coverage ratio specified in the Zoning Ordinance. ENVIRONMENTAL STATUS: Exempt per Chapter 15305(a) of CEQA. Motion: Board Member Steyaert - To deny Case No. 89-249 V with staff recommendations. Second: Board Member Kauflin. COMMUNITY ADVISORY BOARD/PLANNER REPORTS Informational Items - No action to be taken. Tom Curriden submits Map of Old Encinitas showing Zones of similar proposed road standards. 10. BUSINESS FROM THE COMMUNITY ADVISORY BOARD AND DISCUSSION OF CHARACTERISTICS AND OBJECTIVES UNIQUE TO THE COMMUNITY. Board Member Tobias discusses planned monthly meeting between CAB Chairs and Mayor scheduled for Tuesday, January 16,1990. He requests input from Board members on topics they feel should be discussed. 8 Board Member Kauflin suggests that issues concerning the Brown Act be discussed in this monthly meeting. He also suggests that CAB members should revisit completed proj ects which obtained previous CAB approval to better understand how their MN/05/CAB17-1650WP5 (1-18-90\1) 3 8 conditions were implemented. He also suggests that CAB members be permitted to attend a Design Review Seminar scheduled f or March 8 and 9, 1990. Board Member Birnbaum elaborates on the Seminar and offers to return on January 25, 1990 CAB with more details. Board Member Tobias discusses concerns that the Planning Commission does not always understand all of the issues which the CAB had previously addressed when they hear subsequent discretionary cases. Tobias suggests that some of the more important issues should either appear in the CAB approved Resolutions or in the CAB minutes thereby providing a record for Planning Commission members to read. 11. ADJOURNMENT Motion: Board Member Kauflin - To adjourn at 9:00 PM to the next regularly scheduled meeting of this Community Advisory Board to be held January 25, 1990. Second: Board Member Rotsheck Vote: Ayes - Tobias, Kauflin, Birnbaum, Rotsheck, steyaert.
