A RESOLUTION OF THE
OLD ENCINITAS COMMUNITY ADVISORY BOARD
OF THE CITY OF ENCINITAS APPROVING
A SIGN PROGRAM FOR THE
ENCINITAS EXECUTIVE CENTER
LOCATED AT 344 ENCINITAS BLVD
(CASE NO. 94-199 TM/DR/MIN/EIA; APN 258-111-05, 06, 30)
WHEREAS, an application for a sign program was filed by Alesco
Development Company pursuant to Chapter 23.08.078 (Design Review-
Signs) of the City of Encinitas Municipal Code to authorize a sign
program in the General Commercial and Office Professional Zones for
property located at 344 Encinitas Blvd. and legally described as;
Assessor Parcel No. 258-111-05:
All that portion of the West Half of the Northeast Quarter of
the Northwest Quarter of Section 15, Township 13 South, Range
4 West, San Bernardino Base and Meridian, in the City of
Encinitas, County of San Diego, State of california, as
described in the deed recorded on February 18, 1990, as File
No. 90 078864, in the office of the San Diego County Recorder.
Assessor Parcel No. 258-111-06:
All that portion of the West Half of the Northeast Quarter of
the Northwest Quarter of Section 15, Township 13 South, Range
4 West, San Bernardino Base and Meridian, in the City of
Encinitas, County of San Diego, State of California, according
to the united States Government Survey thereof, approved April
19, 1881, as described in the deed recorded on September 30,
1991, as File No. 1991-0501554, in the office of the San Diego
County Recorder.
Assessor Parcel No. 258-111-30:
That portion of the West Half of the Northeast Quarter of the
Northwest Quarter of Section 15, Township 15 South, Range 4
West, San Bernardino Base and Meridian, the County of San
Diego, State of California, according to United States
Government Survey, approved April 19, 1981, as described in
the deed recorded on December 28, 1990, as File No. 1990-
0690365, in the office of the San Diego County Recorder

WHEREAS, a public hearing was conducted by the Old Encinitas
Community Advisory Board on March 23,1995, as required by law, and
all persons desiring to be heard were heard;
WHEREAS, evidence was submitted and considered to include
without limitation:

WHEREAS, the Old Encinitas Community Advisory Board made the
following findings pursuant to Chapter 23.08.078 (Design Review-
Signs) of the Municipal Code:

NOW THEREFORE, BE IT RESOLVED by the Old Encinitas Community
Advisory Board of the City of Encinitas that the sign program for
application No. 94-199 TM/DR/MIN/EIA is hereby approved subject to
the following conditions:

BE IT FURTHER RESOLVED by the Old Encinitas Community Advisory
Board of the City of Encinitas that:
This project was found to be exempt from environmental
review under Section 15311(a), of the State CEQA
Guidelines.

FINDINGS

Applicant: Alesco Development Company
This approval is based upon the following findinqs pursuant to
section 23.08.078 of the City of Encinitas Municipal Code:
1. The project design assures that the size and shape of the sign
is in scale with the building with which it is associated.
Facts: The applicant proposes a sign program for the
proposed office center, consisting of wall signs and two
monument signs.
Discussion: The sign program proposes wall signs
identifying each of the buildings which comply with maximum
Municipal Code standards of 1 sq. ft. of signage for each
linear foot of building frontage.
The proposed monument signs will provide identification for
the center from the Encinitas Blvd. and the Saxony Road
frontages. The project site does not have the standard 75 ft.
of frontage along either street, and therefore technically is
not eligible for any monument signage. However, as per
Section 30.60.100.B4 of the Municipal Code, the Board may
waive the 75 ft. frontage requirement if it can be found that
special site circumstances apply.
Conclusion: The Board determines that the proposed wall
signs will be in conformance with Municipal Code standards,
and will be in scale with the buildings on which they will be
located.
The Board determines that the proposed monument signs will be
in scale with the surrounding area, and that a waiver is
hereby granted as per Section 30.60.100.B4 of the Municipal
Code, since special si te circumstances apply in that the
subject parcels only have "access frontage" along both
Encinitas Blvd. and Saxony Road.
2. The building site provides for adequate space and locations on
the building, in harmony with the architectural design, for
the display of signs.
Facts: The subject buildings provide adequate wall space to
accommodate the wall signs, and the monument signs will be
placed on the subject property adjacent to the subject
streets.

Discussion: The buildings provide adequate wall space to
accommodate the wall signs, and the monument signs will be
placed on the subject property adjacent to the subject
streets.
Conclusion: The Board determines that the building and site
provide locations which are in harmony with the existing
building and site.
3. The project signs relate well to the building on the project
si te and to the neighborhood in general in terms of size,
shape, color, texture, materials and lighting intensity,
creating a visually compatible appearance.
Facts: The project proposes channel letter wall signs of
consistent design and color, and will conform to Municipal
Code standards in terms of size and lighting. Also proposed
are monument signs.
Discussion: The wall sign provisions intend to permit
channel letters with sign faces and returns to be dark bronze.
The signs will be internally illuminated with 18" high
lettering, and will be of consistent design.
The proposed monument signs will match the wall signs in
appearance. The sign proposed adjacent to the Encinitas Blvd.
frontage will be 5.5 ft. in height; the sign adjacent to the
Saxony Rd. frontage will be 4 ft. in height. These signs will
have reverse channel letters colored dark bronze. Address
numbers will be provided on these signs.
Conclusion: The Board determines that the proposed signs
will provide an overall continuity with the entire center and
would be in scale with the site and the buildings.
4. The project signing shows subtlety, is unobtrusive and conveys
the message legibly and clearly.
Facts: The application proposes dark colored wall signs on
light colored building walls. The monument signs also propose
dark colored lettering on a light background.
Discussion: The light colored building and monument sign
structures will provide an adequate contrast with dark bronze
lettering.
Conclusion: The Board determines that the proposed signs
will present a clear message and will be more legible by the
general public, while at the same time are unobtrusive.
5. The proposed signing is weather resistant and durable.

Conclusion: The signs will be of durable construction, with
the wall signs being of acrylic and metal construction, and
the monument signs being constructed of aluminum.
6. The project is found to be exempt from Environmental Review,
per CEQA Section 15311(a) since the project consists of an
addition to an existing structure.

CONDITIONS OF APPROVAL

Applicant: Alesco Development Company
1. GENERAL CONDITIONS
A. This approval will expire in two years, on March 23,
1997, at 5:00 p.m. unless the conditions have been met or
an extension has been approved by the Authorized Agency.
B. Project is approved as submitted as evidenced by the
application dated received March 1, 1995, signed by a
City Official as approved by the Old Encinitas Community
Advisory Board on March 23, 1995, and shall not be
altered without Community Development Department review
and approval.
C. Approval of this request shall not waive compliance with
any sections of the Zoning Code and all other applicable
City Ordinances in effect at the time of Building Permit
issuance unless specifically waived herein.
D. Nothing in this permit shall authorize the applicant to
intensify the authorized activity beyond that which is
specifically'described in this permit.
E. This approval may be appealed to the Planning Commission
within 15 calendar days from the date of this approval.
F. The applicant shall ensure that the monument signs are
not located in the public right-of-way, or shall obtain
an encroachment permit.
