Items on the Consent Calendar are matters which are either routine, self explanatory or have been
discussed at previous meetings. It is anticipated they will not be discussed separately. With a motion
"to adopt the Consent Calendar" the Community Advisory Board approves all Consent Calendar staff
recommendations, as shown on the agenda. These items are grouped together to allow time for other
items on the regular agenda.
However, items may be removed fÌ'om the Consent Calendar for discussion either by a "Request to
Speak" fonn fÌ'om the public, handed to staff: or a request by a Board Member.
Items removed by a member of the public will be taken up inunediately following adoption of the
Consent Calendar. Items removed by a Board Member will be taken up at the end of the regular
agenda.

in operation on the site of an existing church complex for an additional five years, until
September 7, 2000. CASE NUMBER: 95-223 MUPMOD; APPLICANT: Bethlehem
Lutheran Church; LOCATION: 925 Balour Drive; ENVIRONMENTAL STATUS:
Exempt under Section 15301 of the California Environmental Quality Act (CEQA).
STAFF RECOMMENDATION: Adopt the Consent Calendar approving the Minutes of
July 20, 1995 regular meeting.

3. Continued Public Hearing for a Design Review permit to allow exterior modifications to a
e portion of the existing Moonlight Plaza commercial center located in Downtown Encinitas
Specific Plan area, along with a minor use permit to allow eating and drinking establishments
within Moonlight Plaza Phase I to have on-site sale and consuimption of alcoholic beverages.

ENVIRONMENTAL STATUS: Exempt under Section 15301 of the California
Environmental Quality Act (CEQA).
STAFF RECOMMENDATION: Review information submitted since the time of the last
CAB meeting and provide direction to staff and the applicant as to further action.
