Items on the Consent Calendar are matters which are either routine, self explanatory or have been
discussed at previous meetings. It is anticipated they will not be discussed separately. With a motion
lito adopt the Consent Calendar" the Community Advisory Board approves all Consent Calendar staff
recommendations, as shown on the agenda. These items are grouped together to allow time for other
items on the regular agenda.
However, items may be removed ITom the Consent Calendar for discussion either by a "Request to
Speak" fonn ITom the public, handed to staff: or a request by a Board Member.
Items removed by a member of the public will be taken up immediately following adoption of the
Consent Calendar. Items removed by a Board Member will be taken up at the end of the regular
agenda.

July 20, 1995 regular meeting.

existing Moonlight Plaza commercial center located in Downtown Encinitas Specific Plan area.

ENVIRONMENTAL STATUS: Exempt under Section 15301 of the California
Environmental Quality Act (CEQA).
STAFF RECOMMENDATION: Review information submitted since the time of the last
CAB meeting and provide direction to staff and the applicant as to further action.

f a second dwelling unit and garage on a site in the D-R15 zone containing an existing
single-family dwelling. CASE NUMBER: 95-187 DR/CDP APPLICANT: Helsel;
LOCATION: 515 Fourth Street; ENVIRONMENTAL STATUS: Exempt ITom
Environmental Review as per CEQA Section 15301 (e).
STAFF RECOMMENDATION: Adopt the draft resolution approving Case # 95-187
DR/CDP.
