CALL TO ORDER / ROLL CALL PLEDGE OF ALLEGIANCE SPECIAL PRESENTATIONS / PROCLAMATIONS * * * * * 8 Items on the Consent calendar are matters which are either routine, self explanatory or have been discussed at previous meetings. It is anticipated they will not be discussed separately. with a motion "to adopt the Consent Calendar" the Community Advisory Board approves all Consent Calendar staff recommendations, as shown on the agenda. These items are grouped together to allow time for other items on the regular agenda. However, items may be removed from the Consent Calendar for discussion either by a "Request to Speak" form from the public, handed to staff, or a request by a Board Member. Items removed by a member of the public will be taken up immediately following adoption of the Consent Calendar. Items removed by a Board Member will be taken up at the end of the regular agenda. CLOSING AND ADOPTION OF THE CONSENT CALENDAR 1. Approval of Minutes: Regular Meeting of May 18, 1995, Contact Person: Junior Planner Jim Kennedy STAFF RECOMMENDATION: Adopt the Consent Calendar Approving the Minutes of May 18, 1995. 8 cd/TC/OE052295.AG (5/22/95) -1- 8 ITEMS REMOVED FROM THE CONSENT CALENDAR BY THE PUBLIC ORAL COMMUNICATIONS (15 MINUTES) Oral comments (maximum of three minutes per person) will be heard from people who submit a white speaker's slip to staff. The law precludes the Board from discussing or taking action upon such non- agenda items. They will be referred to the Planning staff. REGULAR AGENDA 2. continued public hearing to consider a Major Use Permit application and Environmental Initial Assessment for the phased construction of 9 classrooms, a multi -purpose building, and an administration office totaling 15,300 sq. ft. of single story structures for a maximum of 200 students. Variance approval is also requested to allow a portion of two classroom structures to encroach into the southerly IS-ft. side yard setback and the easterly 25 ft. rear yard setback. CASE NUMBER: 95-082 MUP/V/EIA; APPLICANT: Linda and Paul Wulle: LOCATION: 910 Encinitas Blvd.; ENVIRONMENTAL STATUS: Environmental Initial Assessment being conducted as per the California Environmental Quality Act (CEQA). STAFF RECOMMENDATION: Receive public testimony, review project design issues discussed in staff report, and adopt the 8 draft resolution recommending approval of Case # 95-082 MUP/V/EIA to the Planning Commission. 3. Public Hearing for a Design Review permit to allow exterior modifications to a portion of the existing Moonlight Plaza commercial center located in Downtown Encinitas Specific Plan area. CASE NUMBER: 95-040 DR: APPLICANT: Jourdain LOCATION: 345 First st. ENVIRONMENTAL STATUS: Exempt under section 15301 of the California Environmental Quality Act (CEQA). STAFF RECOMMENDATION: Receive public testimony, review project design issues discussed in staff report, and direct staff to return with a resolution of denial for Case # 95-040 DR. 4. Public Hearing for Minor Use Permit and Coastal Development Permit for an automobile rental business located in the General Commercial Zone. CASE NUMBER: 95-100 MIN/CDP: APPLICANT: Tom Billick LOCATION: 310 No. Highway 101; ENVIRONMENTAL STATUS: Exempt under Section 15061 of the California Environmental Quality Act (CEQA).
