Approval of Minutes: Regular Meeting of July 20, 1995. Contact Person: Senior Planner Curriden. STAFF RECOMMENDATION: Adopt the Consent Calendar approving the Minutes of July 20, 1995 Motion: Board Member Harden - To adopt consent calendar approving the Minutes of the July 20,1994 regular meeting of the Old Encinitas CAB. Second: Board Member Birnbaum Vote: Ayes - Boardmembers Birnbaum, Davis, and Harden 8 Nays - None Absent - None Abstain - None I , 8 ITEMS REMOVED FROM THE CONSENT CALENDAR BY THE PUBLIC None ORAL COMMUNICATIONS (15 MINUTES) None REGULAR AGENDA 2. Public Hearing for a Design Review pennit and Coastal Development Pennit to allow exterior modifications to a portion of the existing Moonlight Plaza commercial center located in Downtown Encinitas Specific Plan area. CASE NUMBER: 95-040 DR; APPLICANT: Jourdain LOCATION: 345 First St. ENVIRONMENTAL STATUS: Exempt under Section 15301 of the California Environmental Quality Act (CEQA). STAFF RECOMMENDATION: Disclose any infonnation received outside the hearing upon which the decision is based, receive public testimony, and direct the applicant and staff as to further action.. Motion: Board Member Birnbaum - Continue the application to the next regularly scheduled meeting of September 21, 1995 at the request of the applicant to allow 8 preparation and submittal of plans verifying structures in conformance with Uniform Building Code Requirements and accurately depicting the design appearance of the structure(s). Second: Board Member Harden Vote: Ayes - Boardmembers Birnbaum, Davis, Harden Nays - None Absent - None Abstain - None 3. Public Hearing for a Design Review pemút and Coastal Development Pemút to allow construction of a second unit over garage and related site improvements on a property presently containing one single-family residence. CASE NUMBER: 95-187 DR/CDP; APPLICANT: Helsel LOCATION: 515 Fourth St. ENVIRONMENTAL STATUS: Exempt under Section 15303 of the California Environmental Quality Act (CEQA). STAFF RECOMMENDATION: Disclose any infonnation received outside the hearing upon which the decision is based, receive public testimony, and adopt the draft resolution approving Case # 95- 187 DR/CDP. 8 Motion: Board Member Birnbaum - To approve the Design Review and Coastal Development Permit application 95-187 DR in accordance with the findings and conditions presented by staff in the draft resolution.
