Assistant Planner Langager noted a correction to the agenda; Business
Item No.4 should reference Case No. 93-175 MUP/EIA rather than Case No.

CLOSING AND ADOPTION OF THE CONSENT CALENDAR
1. Approval of Minutes: Regular Meeting of December 22, 1994,

STAFF RECOMMENDATION: Adopt the Consent Calendar Approving the
Minutes of December 22, 1994.
Motion: Board Member Birnbaum - To adopt the consent calendar as
submitted.

REGULAR AGENDA
2. Public Hearing for a Tentative Map, Design Review, Minqr Use.permit
and Environmental Initial Assessment application for a proposed
office building complex to include nine, one-story and two-story,
buildings on individual lO,OOO square foot (minimum) lots with
shared access and parking. CASE NUMBER: 94-199 TM/DR/MIN/EIA:
APPLICANT: Alesco Development: LOCATION: 344 Encinitas Blvd.:
ENVIRONMENTAL STATUS: Negative Declaration Recommended: Staff
Contact: Assistant Planner Langager.
STAFF RECOMMENDATION: Receive public testimony, review the project
and recommend that the Planning Commission adopt the draft
Resolution approving Case No. 94-199 TM/DR/MIN/EIA.
Motion: Board Member Birnbaum - To recommend approval of Case No.
94-199 TM/DR/MIN/EIA to the Planning Commission, with the
8 conditions and findings included in the draft resolution, and with
the following comments and additional conditions:
1. Recommend that Planning Commission address whether through
access is appropriate for the uses proposed on the subject
site and the site to the east. If through access is required
no conditions shall be added which would restrict the
applicant's ability to provide mitigation on-site for through
traffic, i.e. speed bumps.
2. Recommend that staff and the Planning commission review
potential mitigation measures to offset increased traffic on
Saxony Road; such as raised median, left turn pocket, no left
turns onto Saxony from subject site, no parking zones, and
potential for a cross walk.
3. Inform applicant of handicap requirements.
4. Require that the applicant shall submit a sign program
application for the project which shall be subject to Design
Review by the Old Encinitas Community Advisory Board.
5. The number of plantings shall be increased along the Saxony
access road/northerly property line and landscaping shall be
provided along the full length of the Saxony access
road/northerly property line all the way to Saxony Road.

8 Condi tion 2. It, related to landscaping, shall be revised to
ensure that the maximum size of landscape plantings be
provided.
6. To avoid flat facades, articulation shall be added to the side
and rear elevations for Buildings C, D, E, F and I consistent
with the sketch provided by the project architect.

By Consensus the Board continued the item to the meeting of
February 23, 1995 as requested by staff.
BUSINESS
4. Discussion of selecting a representative from the Old Encinitas CAB
to attend the City Council meeting of February 22, 1995 to present
the CAB determination regarding Case No. 94 199 93-175 MUP/EIA.
Motion: Board Member Birnbaum - That Joyane Harden attend the
February 22, 1995 City Council meeting to present the Board's
determination regarding Case No. 93-175 MUP/EIA and that Joyane
base her presentation on the Resolution of Denial adopted by the
Board, the minutes of the Old Encinitas CAB hearing and the audio
tapes related to the subject project.
