CALL TO ORDER/ROLL CALL
Mayor Hano called the meeting to order at 6:04 P.M.
Present: Mayor Gail Hano, Council Members James Bond, John
Davis, Chuck DuVivier, and Maura Wiegand.
Absent: None.

AGENDA ITEMS
1. Status Report on the Local Coastal Proqram.
Community Development Director Holder gave a brief update regarding
the Local Coastal Program (LCP).
Ms. Holder stated the City had submitted the Local Coastal Plan to
the California Coastal Commission on April 2, 1994. The Coastal
Commission staff had initially determined that the City's LCP
submittal was incomplete. The City subsequently submitted
additional information and the Coastal Commission formally accepted
the City's LCP submittal as complete on June 2, 1994.
Ms. Holder stated that the City's LCP was scheduled for
consideration by the California Coastal Commission at the November
15-18, 1994, Coastal Commission hearing to be held in San Diego.
2. Status Report on the Housinq Accessorv Unit Proqram.
Planning Technician Durand gave an update on the Affordable Housing
Accessory Unit Program.
Mr. Durand stated that in May, 1993, the Council had adopted
Ordinance 93-07 which modified zoning standards for accessory
units. The new ordinance allowed an accessory unit to be
constructed on property in a single-family residential zone or
converted from an existing single-family residence. Since the
revised standards had become effective, there had been 17 building
permi t applications for new accessory units. Of those, six
projects had been completed, four were under construction while the
remaining seven were in the plan-checking process.
Mr. Durand said regarding the Housing Certification Program, 40
applications had been received, 20 applications had been processed
and two had completed, the process.

3. Review and Discussion of ProDosed Monument Siqn Guidelines.
City Planner Weedman reviewed the proposed monument sign revisions
as submitted by the New Encinitas Community Advisory Board.
The New Encinitas CAB had proposed the following regarding monument
slgns:
- High quality material with base and cabinets of natural
materials: Wood, tile and stucco (minimal use of metal and
plastic) .
- Shall match and/or complement the building materials in
materials and design.
- Lighting to be consistent with performance standards.
- Request to exceed eight foot height with certain findings.
- Only grant exceptions if applicant can demonstrate a need
based on the above.
CAB Member Beck requested that guidelines for Neon signage be
included.
4. Traininq ODDortunities Discussion.
City Planner Weedman proposed the following training opportunities:
- Review and explain the procedures to make appropriate
findings. There was general consensus and agreement regarding
this proposal.
- Role playing so Board Members can take position of speakers at
hearings. There was general consensus and agreement regarding
this proposal.
- Video of meeting to provide insight into meeting process.
- Standard definition booklet to include a checklist of
information for plan review.
- Mandatory training meetings.
CAB Member Tutoli requested training for reading maps and drawings.
CAB Member Birnbaum suggested starting the CAB meetings at 6:00
P.M. for a one hour training seSSlon once a month preceding the
regular meeting.

5. Meetinq Procedures.
Community Development Director Holder stated that at the
Mayor/Chair meeting with the CAB and Planning Commission
chairpersons, it had been determined that it would be helpful for
both Board and Commission members as well as members of the public
if the meeting procedures were displayed on the screen prior to the
meeting.
Mayor Hano requested that during the hearing procedures,
applicant's rebuttal to public testimony be changed to 5 minutes
maximum rather than 10 minutes maximum.
CAB Member Edde suggested that speaking times allotted to
applicants and the public be uniform for all CAB meetings.
Time donations were discussed and Mayor Hano stated that would be
discussed further at a future City Council meeting.
6. Review of Council Policy No. CelS "Planninq Commission and
Community Advisorv Board Participation in Land Use Decisions."
Community Development Director Holder reviewed Council Policy No.
CO15 regarding Planning Commission and Community Advisory Board
participation in land use decisions.
There was a consensus to have the City Attorney review the
following statements regarding Policy No. CO15.

D. Post Decision Activity
There was a consensus to have the City Attorney review the complete
Post Decision Activity section.
Mayor Hano thanked the Planning Commissioners and CAB members for
their hard work and dedication.
