CASE NUMBER: 88-183 TM/EIA APPLICANT: Heidari LOCATION: Rancho de Mayo Road and Bumann Road DESCRIPTION: Tentative subdivision map and environmental review for 32 lots. ENVIRONMENTAL STATUS: Environmental under review. NOTE: continued from the January 17, 1989, meeting. Motion: C. DuVivier - Approved to Forward to Planning Commission of March 28. 1989 with Conditions of Approval to Return to Communitv Advisorv Board at Meetinq of March 7. 1989 for Review and Approval: 1) That a 60' IOD be approved for the easterly extension of C Street and that the right-of-way be delineated by 4 X 4 white markers on site, and that an exhibit be recorded in a covenant in the office of the County Recorder for all lots adjacent to the IOD showing the IOD and the slope rights that may be necessary to ultimately improve the right-of-way to the easterly property line; 2) That both C and B streets be recommended for 24' of pavement on 32' graded width within the 60' IOD; 3) That the Board strongly recommends that a second access to Lone Jack Road be accomplished as a condition of the map, however, they recommend that a reimbursement agreement be used to accomplish improvement of the extension to Lone Jack Road to the east rather than requiring that this property owner fund the entire improvement. The Board requests that the City Council approve the appropriate procedures for requiring a reimbursement agreement to distribute the responsibility of funding for the access to Lone Jack Road and that the city Council not vacate any existing IOD's between the easterly boundary of the City and Lone Jack Road to the west; 4) That the applicant provide the City with a copy of the CC&R's showing that animals allowed under the Zoning Ordinance for this site will not be prohibited by the CC&R's¡ 5) That no motorized vehicles be allowed on the recreational trail being recommended on the map; 6) That an open space easement be recorded on the north easterly ridge of the property SF/05/CAB8-905wp55(3/01/89) r--~ ... and that the applicant submit an Exhibit showing the boundaries of the easement as discussed by the 8 Board. The easement would prohibit anything other than natural landscaping and the construction of fences. No other permanent structures would be allowed. It was requested that the rocks that were piled upon on the ridge be redistributed in a more natural way and that the area be allowed to re- vegetate itself. 7) THAT STAFF RETURN AT THE MEETING OF MARCH 7, 1989 WITH A RESOLUTION OF APPROVAL FOR THE BOARDS REVIEW AND APPROVAL, AND THAT THE EXHIBITS FOR THE C STREET EXTENSION IOD, AND THE OPEN SPACE EASEMENT BE ATTACHED. CASE NUMBER: 88-245 TM/EIA APPLICANT: Chin/Stewart LOCATION: North side of Lone Jack, east of Rancho Santa Fe Road 8 DESCRIPTION: Tentative map and environmental review for a 12 lot subdivision on approximately 8.8 acres, zoned RR-2. ENVIRONMENTAL STATUS: Environmental under review. NOTE: continued from the January 17, 1989, meeting. Motion: J. Fernald - To continue to March 7, 1989 Community Advisory Board meeting with conditions: 1) To allow the applicant to submit a revised map showing the improvements to Lone Jack ROad as changed, and to the drainage course along the westerly and southerly boundaries of the property, and that the revised map be submitted to Engineering and Planning by the week of February 20th for review prior to returning to Community Advisory Board; 2) That the recreational trail be shown along the north property line with hitching post and benches, down the westerly boundary to the east of the drainage 8 easement, and across the southerly boundary of the site on Lone Jack Road ON SITE to be separated from the roadway by planting; 3) That the on site road be recommended at a 24' paved on 32' graded width SF/05/CAB8-905wp56(3/01/89) within the 60' IOD, and that it meander as much as possible; 4) That an earthen berm be utilized for the noise attenuation necessary on Lone Jack Road instead of fencing; 5) That the on site road cul- de-sac be approved to meet standards that would allow planting in the center of the cul-de-sac; 6) and that Lot 7 be designated an open space lot. Chuck DuVivier said he was concerned about the cutting of trees at Town Hall. Michelle Tutoli responded that these trees were diseased and needed to be trimmed. 2.
